The reality of social cohabitation in Milton-Parc

Everyone has a role to play in ensuring a harmonious coexistence between housed and unhoused residents

On the sidewalks of Milton Street and Parc Avenue, several individuals sit in groups in makeshift camps. They’ve come to know this territory well and call it home. Nonetheless, they share the neighbourhood with housed residents, businesspeople, and students.

Milton-Parc, a Plateau-Mont-Royal neighborhood, is known for its high concentration of homeless communities. Due to their clashing realities within the borough, these communities struggle to cohabitate.

“It’s a reality that’s been around a long time and the situation has only evolved since then,” said Sami Ghzala, a planning consultant for the city of Montreal. Ghzala lived in Milton-Parc for 25 years before moving to Little Italy.

This feeling is shared by many, including Jonathan Lebire, a street worker of 20 years, who has noticed the neighbourhood that he knows well evolve into what it is today.

“We’re talking about a crisis right now, but the problem has been known for over 10 years,” he said. 

The approach of  “social cohabitation” — the coexistence between housed and unhoused people — led residents of Milton Park to denounce the situation to the Ombudsman de Montreal (OdM), a resource for citizens dissatisfied or adversely affected by the City of Montreal’s decisions or services.

According to residents interviewed in an OdM report, instances of drug consumption, sanitary issues, as well as physical and sexual assaults have contributed to a growing feeling of insecurity among housed residents of Milton-Parc.

The OdM outlined several recommendations to solve what they now call a “humanitarian crisis,” notably the implementation of a citizen’s committee on social cohabitation. During a Plateau-Mont-Royal council meeting on Feb. 6, the borough approved the committee, dubbed the “Comité de bon voisinage de Milton-Parc.”

Ghzala was tasked with creating the committee and now facilitates and coordinates its meetings. So far, the committee has met twice.

“In our second meeting, we established that tackling the feeling of insecurity was the committee’s first objective,” he said. “Many housed residents and businesspeople expressed that concern.”

However Kody Crowell, a street worker at Plein Milieu, an organization that deals with homelessness in the Plateau, added that insecurity is felt on both sides.

“When neighbours talk about how they feel unsafe, I usually turn it back on them and ask them if they think this individual feels safe sleeping on the street at constant risk of harassment by police, having their things stolen, violence, or getting hit by a car,” Crowell said.

The Comité de bon voisinage de Milton-Parc is made up of seven people who have lived in Milton-Parc for several years. Accounting for the overwhelming proportion of Indigenous unhoused people, the Native Friendship Centre of Montreal also takes part in the meetings. While Indigenous people only make up one per cent of the Plateau-Mont-Royal population, they make up 12 per cent of the unhoused population, according to the OdM report.

According to Crowell, this is a result of many factors.

“With Indigenous homelessness, you know, we’re talking about hundreds of years of colonization,” Crowell explained. “We’re talking about a housing crisis up north. We’re talking about addiction, domestic violence.”

Over the course of its mandate, the committee will discuss ways to improve the coexistence between both populations, cleanliness, and the sharing of public spaces.

“We are all supposed to have the right to safely occupy public spaces,” said Annie Savage, director of the Réseau d’aide aux personnes seules et itinérantes de Montréal, an organization that defends the rights of unhoused people and provides them with resources. “Unfortunately, someone living through homelessness will constantly be displaced.”

Savage also added that they’ve received reports of a growth in the unhoused population from Plein Milieu.

However, defining good social cohabitation is difficult. As Savage pointed out, the term is mostly used by housed people while unhoused people will rather talk about sharing public spaces. 

Crowell even further nuanced the term. “They’re fighting for their life, they’re not thinking about cohabitation,” he said.

The Comité du bon voisinage de Milton Parc aims to ensure everyone can safely occupy public spaces. However, the responsibility doesn’t fall on the committee alone.

“Everyone, every organization, has a part to play in social cohabitation,” said Catherine Lessard, chief administrator of community organizers at the Centre intégré universitaire de santé et de services sociaux du Centre-Sud-de-l’Île-de-Montréal (CIUSSS). “It isn’t relevant to someone more than another and everyone has a part of the solution.”

The CIUSSS supports community groups that promote social cohabitation, like the Comité de bon voisinage de Milton-Parc. They bridge the gaps between services and demand, while also employing a team that works directly with unhoused people.

“Just like a social worker works on an individual level, we work at the scale of the community,” added Lessard.

While Savage agreed with Lessard that everyone carries a responsibility to ensure harmonious social cohabitation, she saw a lack of willingness from the government in solving the problem of homelessness.

“The municipal and provincial governments constantly pass the ball back and forth on who has responsibility,” Savage said. “Montreal keeps saying that it’s up to Quebec to finance initiatives regarding mental health and community groups specialized in homelessness.”

While government officials and community groups share a considerable load of the responsibility, Ghzala, who coordinates Milton-Parc’s social cohabitation committee, said the committee found that there are there are gestures any housed resident can do to promote social cohabitation.

Ghzala relayed the thoughts of one committee member.

“[They said] conversing with your neighbours, housed or not, [would help],” said Ghzala. “Do you know their names? How many people know the names of the unhoused people who have lived next to them for years?”

Crowell echoed the need to listen to unhoused people.

“These people know what they need and it’s on us to listen,” he said. “Listen to the people who are actually affected by this situation. They know their needs.”

For Lebire, however, the solution to homelessness in Milton-Parc is indeed cohabitation.

“You want for those people to want to reintegrate [into] a society that marginalized them,” he explained. “We’re always defending their rights without ever giving them responsibilities or opportunities for them to be more than victims.”

It’s with that idea in mind that Lebire created his own grassroots organization, Comm-Un. Its aim is to empower people experiencing homelessness and to communicate with them on equal footing.

Lebire says that “it takes a village” to address homelessness. Whether it’s through organizations that empower or give resources to people experiencing homelessness, or by taking the time to know your neighbours, everyone can make a difference in social cohabitation.

Students moving nightmares

Concordia students talk about the challenges they face finding housing

In 1973, the Liberal Party of Quebec declared July 1 as the province’s unofficial moving date. Since that decision nearly half a century ago, March 31 has become the deadline for tenants to notify their landlords if they intend to terminate their lease.

The period between the beginning of April and the end of July can be particularly challenging for university students, especially those from outside of Montreal. 

Sierra McDonald is a first-year political science student at Concordia University. She said she had difficulties trying to find an apartment before starting school. 

“I’m from the Northwest Territories, and that’s pretty far away from Montreal,” said McDonald. “I found it really difficult having to find apartments online that fit my budget.”

According to Adia Giddings, an assistant for Concordia’s Housing and Job Resource Centre (HOJO)  out-of-province students like McDonald are in a vulnerable position when searching for housing because they often cannot visit apartments in person.

“Specifically international students who are trying to sign a lease from another country and can’t visit the apartment, they enter into the lease and then they look at the apartment, and it is not what it looks like in the pictures,” she said.

 A common issue thatGiddings deals with relate to students struggling to find leases outside of the standard lease duration of one year. 

Dana Hachwa, a second-year journalism student at Concordia, said she has noticed that  the vast amount of short-term accommodations on advertised Facebook Marketplace are for “apartment swaps.” 

Hachwa believes the practice is exploitative in nature and blocks students like her from entering the housing market.

“You see a nice apartment in a great area. It’s big, it’s affordable. The person’s looking to transfer their lease, but it’s only a swap. So if you’re not giving them something in return, you can’t have the apartment,”

said Hachwa.

Another scam that students should be on the lookout for, Giddings warned, is promotional deals or limited time offers that include discounts on rent. 

“Big landlords will advertise a month free of rent or a little bit off every month that you live in the apartment for your first year,” said Giddings. “Those fields are especially worrisome because a lot of them have clauses that are considered punitive by the tribunal.” 

Giddings explained that many of these deals include provisions that allow landlords to negate on these terms if the tenant attempts to conduct a lease transfer or pay rent late.

Use physical activity to your advantage this end of semester

“Something is better than nothing,” experts say

It’s the final sprint, the home stretch, the end of the third period: it’s exam season, and it comes with an overwhelming amount of stress and an extremely compact schedule.

However, to navigate this stress, your greatest ally could very well be physical activity. Erin Goldstein, course instructor in the department of applied human sciences and education at Concordia, emphasized how exercise complements studying.

“When you exercise, your body releases endorphins,” Goldstein said. “We know that exercise helps you concentrate, helps with your memory, helps with your sleep.”

Starting an exercise routine in the middle of a time crunch can seem daunting, but you need less physical activity than you think to get the stress release. Dr. Simon Bacon, professor in the department of applied health, kinesiology and physiology, said that going from nothing to something brings the biggest benefits.

“Just the action of doing something, doing some physical activity is where you get the most benefit,” Bacon said. “Then, the more you can layer on top of that, the better off you’re going to be.”

“If you’re someone that’s currently doing nothing, even just doing a little bit to start is so beneficial for you,” added Goldstein.

Both Goldstein and Bacon are aware of the lack of time that the end of the semester brings. They proposed ways to fit physical activity into your current routine. 

Bacon strongly suggests breaking up your next study session with light physical activity.

“If you’ve been sitting at the computer for an hour, getting up and walking two minutes can actually impact a whole bunch of things physiologically that indirectly we’ve seen is related to stress,” he said. “Small things count.”

Along the same lines, he encouraged students who have classes on upper floors to climb a few flights of stairs on the way.

“Oftentimes, having small little tweaks is manageable and doesn’t create additional strain,” he said. “You don’t want to be adding to the stress in certain circumstances.”

Goldstein spoke on the upcoming spring weather, which will be ideal for short walks in-between study sessions. Otherwise, she mentioned the panoply of guided exercise routines that exist on YouTube. Most importantly, she emphasized the importance of remaining realistic.

“Starting smaller is always better because you’re more realistic and you’re more able to crush that goal,” she said. “You feel really good about it and motivated to go for more.”

Bacon added that students who are already fit and have a set exercise routine, when put under a stressful situation, have a lesser reaction.

“Regular physical activity ahead of time is going to give you some degree of protection in an acute stressful situation,” he explained.

Nonetheless, he said that you shouldn’t add to your current amounts of stress by worrying about keeping a strict exercise schedule.

“In a short-term situation [of stress], doing the thing that’s going to give you the greatest peace of mind is going to be predominant,” he said. “If it’s going to stress you out more to go to the gym than it is to sit down to do that studying, do the study.”

Goldstein also noted that, on top of physical activity, having a good sleep schedule and good nutrition is crucial. She recommends seven to nine hours of sleep and meal-prepping for the following week.

“Trying to stay away from processed foods, trying to eat whole grains, fruits and vegetables, lean proteins, plant proteins, those are going to be really beneficial to help with mood,” she explained.

Now, once you’ve aced your exams and reduced your stress using these tips, don’t forget to congratulate yourself and allow yourself to relax. Then, consider implementing physical activity into your regular routine. But remember, the key is to be realistic and progressive.

Dropouts from Co-op internships speak out

Concordia students share their experiences with the Co-op program

When Emma Amar was accepted into Concordia University’s software engineering program in April 2020, she was invited to apply to the Co-op program during an orientation session. She hoped to get experience in the field before graduating, alongside an accreditation to her diploma. 

But in January 2022, she called it quits.

“I decided to leave Co-op because I couldn’t stay and take a leave of absence,” she said. In 2020, the Co-op institute required software engineering students to take five classes for their fall, winter and summer semesters. Currently, their sequence requires fewer courses over an academic year.

“If you step out of sequence, then your Co-op gets messed up. So it’s very rigorous every semester. So most of my peers take five [classes] every semester.”

In order to complete the Co-op program, students must dedicate two semesters to learn about the Co-op program and to secure an internship via their institute. Then, they must successfully complete three internships, spread over three semesters.

“I was very excited to work because I’m not a person that enjoys [studying],” she said. “I have anxiety and have a lot of things that make it very difficult for me to be a student and a participant in a class setting.”

Amar’s internship workload felt like she was taking an extra class. “I have to attend all these workshops. I have to be a member of the Co-op institute, but I’m busy juggling five classes,” she said.

Juggling between being a full-time student one semester and working full-time the next, all while dealing with mental health issues made Amar realize she needed a break.

Despite the added stress she encountered with the process, she says she improved her technical skills through the experience. “Two years past that internship, I’m still using all the skills that I got from my job in my classes, in my group projects,” she said. “I’m able to sit down and actually be able to interact with my peers and actually be able to contribute.”

Alex*, who wished to remain anonymous, is another student whose Co-op experience was similar to Amar’s. They decided to apply for Co-op in March 2021; as a journalism student, they were eager to find internship opportunities in their field, but quickly realized that the program only offered opportunities to work in public relations and communications. 

“Sometimes I would have to go to a press conference. Well, I guess you do that in journalism, but this was not me asking questions. This was me networking for the company,” they said.

Alex thought their internship would teach them journalism skills, like following tight schedules, writing and publishing content. Yet they felt like their days were coordinated by random tasks their manager gave them.

Alex expressed feeling burnt out after that summer, having worked 50 hours every week,  including their summer job. 

“The university could do so much more to set us up for success with internships, and yet they don’t,” they said. “I sincerely hope that Concordia, the journalism department and the Co-op department figure out a way to have paid journalism jobs. Right now, it’s all communications, marketing or PR. And to me, that’s completely useless and irrelevant to my field of study,” Alex added.

“I still feel like I’ve never really recovered from that. It made me realize I want to do journalism,” they said. “The thing about Co-op is that you can’t quit halfway through because it looks like you failed on your transcript,” Alex said. “[I] was realizing that the Co-op program in journalism is kind of a scam.” 

After completing their first internship in summer 2022, Alex told their program coordinator they were no longer interested in being part of the Co-op program. 

Amar and Alex will not graduate as Co-op students, but as C.Edge students. 

C.Edge is another internship institute at Concordia for students who are transitioning to the workfield. Only one internship is required to complete the C.Edge program.

“It’s not going to show that I’m a Co-op student, but because I did successfully complete one internship, I’m a C.Edge student,” Amar said. “I have no idea what that entails.”

End of semester blues

Don’t forget to take care of yourself during this stressful time

End of semester is upon us, and it’s pretty much dreadful for anyone you talk to. Things are piling up and it seems like there is no light at the end of the tunnel.

According to the organization Mental Health Partners, there are nine decompressing techniques that could help anyone get through tough times. 

While some enjoy going on a hike outdoors, others would rather decompress through meditation and deep breathing. Or even just simply talking it out with family and friends could make the world of difference.

In my personal opinion, the best techniques that work for me are exercising, taking a day off, and reading.

I am not the most active person out there, but with the weather getting nicer I have been finding walks really help channel my stress. I feel that while I’m walking I am not thinking about what schoolwork I need to do next. Instead, I am just focused on my surroundings. My boyfriend and I like to name out all the different models of cars that we spot while out walking.

Even though some decompressing techniques might work for me, I was curious as to which different decompressing techniques work for other Concordia students. 

For those I spoke to, it seems like there is a wide variety of preferred decompressing coping mechanisms.

Adriana Gentile, a third-year journalism student, explains, “I often like to go outside and take a walk and do some breathing techniques. Also, listening to music helps me a lot.”

Jessica Laturnus, a third-year Irish studies student, says, “Sometimes it’s a movie, sometimes it’s a rain app. I find my rain app so useful when I have so many things to do. I have a hard time sleeping.”

This high-intensity time could result in a lack of sleep for some students, (okay a LOT of students). I personally could attest to that one.

Laturnus also explained that aside from her rain app, she finds ambient noise or white noise helpful for sleep.

During these last few weeks of crunch time, I would like to remind all my fellow peers out there that it’s okay to take things a little slower and not so rushed. One thing at a time and things will all work out.

Shams: Uplifting the voices of Arab artists

The vernissage of FASA’s new exhibition took place last Saturday, March 11, at the Eastern Bloc in Ahuntsic-Cartierville, displaying works in varying mediums from 10 different artists

Shams, the Arabic word for “sun,” seems like the perfect word to describe this exhibition, because it shines the light on the unheard voices of proudly Arabic artists. 

Nesreen Galal is the curator of FASA’s new exhibition. She is FASA’s outreach coordinator and a fourth-year Concordia student double majoring in studio and computation arts.

Galal conceived the idea for Shams after having co-organized many shows for artists of different ethnicities through the CSU. She found that there wasn’t enough representation for Arab people.

“I thought it would be cool to have an opportunity to have fine arts and non fine arts students who identify as Arab to have a space, and focus on marginalized voices as well such as women, queer [people], immigrants, disabled people, and refugees,” she said.

Galal drew initial inspiration from American-Palestinian author Edward Said’s book Orientalism, which explores the west’s depiction of eastern culture. 

“Arabs are perceived in a western-dominant perspective, especially in Canada where its perception is affected by America’s dominant perspective. We’re defined as barbaric or as terrorists or even stereotyped as people in fantasy lands like in Aladdin,” said Galal. 

For this reason, it was necessary to provide Shams as a safe space for the attributed artists. 

Co-creator of furniture workshop Atelier Bon Train Rafaël Khoury displayed an installation in the exhibition, called A lesson between two sculptures. It’s composed of three pedestals: the middle one holds a couple of notebooks containing Arabic and English scribbles, while the other two pedestals each hold a strange sculpture resembling uneven bookshelves composed of shattered marble and walnut wood.

“They are explorations in self-compassion, one of the primary themes of the installation are the exploring of self, reorienting of self, and being allowed to do so,” said Khoury. “The sculptures are a divergence of traditional furniture, and the script is also me trying to get in touch with part of my story, as a child of immigrants, but in my own way.” 

Similar to Khoury, communications alumnus and musician Amira Faradj grew up out of touch with Arab culture despite being raised by Algerian parents. “Because it was always in my household, I felt disdain towards it for some reason. Maybe it was because I wanted to fit in with my peers who were not from that area,” said the musician. “It’s only recently that I’ve come around to explore my identity in a way that feels like mine. I’ve never felt a connection to my country of origin until I realised that I can make that thing my own.” 

Faradj, who DJs as a hobby, presented egypt91 at the expo, which is a 35-minute mix of drum and bass/house music blended with sounds of what the west perceives Arabic music to be. This was accompanied by old footage of Faradj’s father’s trip to Egypt in 1991, collaged with other flamboyant visuals.

Ranime El Morry, a third-year studio arts major, presented the second portrait in their series called Just A Lookalike. The acrylic on canvas is of a mask made of some sort of malleable paper. It represents the unconscious social strategy of autistic masking. 

According to El Morry, who has been diagnosed with medium support needs on the spectrum, autistic masking is a unique process through which people with autism assume a different personality to each person they interact with. 

“It’s very hard to mix different groups of people in the same room, because we’re very different, and a lot of people diagnosed with autism don’t notice that they are masking,” explained El Morry, referring to their artwork. “You wear this paper and it moulds [metaphorically], and it can easily change but it can easily unmold, but it feels heavy.”

Dona Maria Mouaness, who immigrated from Lebanon a year ago in pursuit of studio arts studies at Concordia, created a terracotta bust of an unknown woman with tribal Bedouin face tattoos. “It started out as a self portrait. I wanted it to be more than that, I wanted it to represent women who identify with it or feel any kind of connection to her. She represents the resistant Arab womanhood.” 

The sense of unity is strong in this exhibition. Every artist has a different story and relation with their culture, yet they take strong pride in their identity, regardless of how prevalent it is in their lives.

Areej Burgonio: A leader by example

The Stingers women’s basketball guard discusses stepping up as a leader this basketball season

There is a world of difference between the rookie Areej Burgonio was in 2018 and the veteran star she became this past season.

Going into the 2022-23 season, Stingers guard Burgonio was one of two senior players in a young team. It was also the first time in her four-year career with the Stingers that she had to take on a leadership role. 

“I had such great strong role models, and I was put in the position where I have to be that strong role model now,” said Burgonio.

It was a challenging adjustment at first for the Stingers playmaker who was previously known to keep more to herself.

“Being patient, being able to lead on and off the court, mentoring my rookies until they can be better basketball players while also keeping in mind that I have to perform as a point guard, it was tough,” she said. “But I’m glad I had that opportunity.”

Burgonio started playing basketball when she was 12 years old. Before coming to Concordia, she played for Crestwood Preparatory School, a Toronto high school with a well-established basketball program.

She went on to compete in a tournament in New York with her team from Crestwood, where she met Stingers head coach Tenicha Gittens for the first time.

“Out of all the places, coach [Gittens] was there,” recalled Burgonio. “At first, given the location, I didn’t expect her to introduce herself from a Montreal university. Not going to lie, I [had] never heard of Concordia up until I met her.”

For Gittens, it was Burgonio’s attitude on the court that stood out to her.

“She [was] one of the smallest players on the court, but there was just something about her grit,” said Gittens. “I love the way she didn’t back down.”

Burgonio stands at five-feet tall, but Gittens didn’t think that mattered.

“She was one of the biggest players in terms of heart, aggressiveness and competitiveness,” she added. “That’s something I knew we needed on our team.”

The two stayed in contact, and when Burgonio eventually enrolled in sociology at Concordia,  she was invited to join the women’s basketball team after being scouted by the coaching staff while playing in Toronto.

As a 17-year-old rookie, Burgonio was surrounded by a very mature and strong team.

“I had to grow up fast,” Burgonio said. “When you’re surrounded by so many people like Caroline Task and Myriam Leclerc, you conform to their standards, which is excellence and nothing less.”

That year, Myriam Leclerc was a rookie guard like Burgonio, and Caroline Task was a third-year guard.

Burgonio went on to be named to the RSEQ All-Rookie team. Four years later, she was named to the RSEQ’s First Team All-Star and finished the season as the second-best scorer in the RSEQ.

Burgonio’s teammates pointed out that, throughout her career, the star player matured into a better and smarter athlete with extensive knowledge of plays and a great vision of the court. She also became more outspoken, especially this season.

“She had to be one of our top scorers, had to be one of our leaders defensively and be one of our facilitators as well,” said Gittens. “There is no player that I’ve coached at Concordia that has had more responsibility put on their shoulders and has stepped up to it.”

Serena Tchida, the team’s captain and a third-year forward, said that Burgonio abruptly went from being the sixth player to playing 40 minutes per game.

“This year, we didn’t have anyone on top of us to rely on so we had to take on leadership ourselves,” said Tchida. “She really embraced her role, especially when I injured myself and I wasn’t there to help her anymore.”

For the rookies of the team, having a veteran like Burgonio made all the difference.

“She wants to set an example for us,” said rookie forward Fabiola Lamour. “She takes the time to explain plays and she makes sure everyone is on the same page.”

Lamour recalled Burgonio often saying “my money’s on us,” her way of showing her team she believed in them. She also noted that Burgonio had made her feel welcomed on the team from the get-go.

Although Burgonio is a senior, she still has one year of eligibility left with the Stingers. She noted that, given she is only 22, she isn’t ready to walk away just yet.

“I do have goals, for example, going on the national team from the Philippines and playing professionally,” she said. “But at the same time I know that this chapter isn’t fully over if I still have that one year.”

Sexual Violence at Concordia: An Ongoing Fight for Justice

Concordia in Dire Need of Sexual Violence Policy Reform, Students Say

At the start of the Winter 2022 semester, Concordia student Katherine Leblanc’s theology class was moved online due to COVID-19 precautions. After texting her class group chat about the challenges of the course, Leblanc began receiving hateful messages from multiple male classmates. Their insults took a rapid turn. 

In February 2022, Leblanc received a series of pornographic images and threats of bodily harm, including rape. 

She followed Concordia’s sexual violence policy, which also applies to online harassment. As she attempted to seek justice for the harassment she endured, she said the university made it as difficult as possible for her needs to be met.

After filing a complaint to the Office of Rights and Responsibilities (ORR), Leblanc claimed she was left in the dark for weeks and routinely ignored by Concordia. After hiring a lawyer to get the university to respond, she claimed she finally received a reply with a hearing date the following day. “I shouldn’t have to get a lawyer to move my case to the tribunal,” Leblanc said.

“I’d been cooperating for weeks and they would not send my case to the tribunal. They just wouldn’t answer. Instead of telling me the process, they moved me from person to person,” she continued.

“I was cooperating with Concordia but they would not listen.”

From the ORR to the Sexual Assault Resource Centre (SARC), Leblanc never felt heard or properly taken care of by the institutional bodies meant to handle sexual violence on campus.

The history of sexual violence on Quebec campuses goes back decades. Years of advocacy from university and CEGEP students led to Quebec passing Bill 151 in 2017, an Act to prevent and fight sexual violence in higher education institutions. 

In compliance with the new law, Concordia created the Standing Committee on Sexual Misconduct and Sexual Violence (SMSV) in 2018. Despite the mandatory inclusion of four student representatives on the committee, student members of the SMSV say they have routinely felt ignored and outnumbered by the administration.

In October 2022, the Concordia Student Union (CSU), the Graduate Students’ Association (GSA), and the Teaching and Research Assistants at Concordia (TRAC) union began a boycott of the SMSV. They demanded student-led solutions, transparency, and gender equity. 

In response to the boycott, Concordia appointed four students to the SMSV, potentially violating the Accreditation Act by not having representatives from student unions. The identities of these students have not been revealed.

Limited Resources, Limited Impact

After Leblanc was sexually harassed, she consulted SARC for assistance. She was given information about mental health and other services available to her, but didn’t find much use from them.

Faced with physically returning to her classroom once in-person learning resumed, Leblanc was frustrated with Concordia’s Sexual Assault Response Team, made to help survivors navigate campus. “Just trying to get security to accompany me to class was a nightmare,” she said.

SARC was created in 2013 largely due to student-led efforts from the Centre for Gender Advocacy and in collaboration with Health Services, the Dean of Students Office and other units on campus. It is the primary point of contact for members of the university experiencing any form of sexual violence.

For Jennifer Drummond, SARC’s manager, the centre has two missions: support and prevention. “The centre provides counseling, academic and health accommodations, and other resources,” she said.

Currently, SARC employs two counselors, a facilitator, and a project coordinator, according to Drummond. Volunteers fill the other posts.

One of SARC’s responsibilities is the handling of sexual assault disclosures. 

In Concordia’s annual reports, which are required by Bill 151, the university categorizes instances of sexual assault reported by students between disclosures and complaints.

The report defines disclosures as signaling a situation without going as far as filing an administrative complaint. Disclosures are resolved with accommodation measures for the survivor. 

In Concordia’s 2021-2022 report, 111 disclosures were filed.

Many students have criticized the way SARC operates. In a 2018 report, 70 per cent of people who reported sexual assault at Concordia were dissatisfied with the outcome of their cases. 

Olivia, a member of the CSU’s campaigns department who has been given a pseudonym to protect her identity, argued that institutional changes are needed.

“Only 10 per cent of assaults on Quebec campuses ever get reported,” she said. “And from that 10 per cent, how many actually get any follow-through? Accountability is incredibly hard to achieve at Concordia,” she said.

“The issue with SARC is that it’s not staffed enough to deal with the entire Concordia population,” comprised of over 50,000 people, Olivia added. “Rates of sexual violence are incredibly high—over one in three people will be assaulted on campus in Quebec. We need SARC to be well-staffed, which includes raising budgets.”

Drummond said she felt that SARC was well-equipped by the administration, but that more can always be done. “I think that with a community of this size, we can always have more counselors and resources,” she said.

If Concordia wants to fix its rape culture, Olivia believes the university must invest in better prevention. She criticized Concordia’s online sexual violence trainings, which were made mandatory by Bill 151. 

She said all mandatory trainings should be annual, in-person and involving a facilitator. While athletes and student leaders do have mandatory trainings that fit these criteria, Olivia believes this should be extended to the whole student body. “If Concordia wants to call itself a next-generation university or a feminist space, it needs to care about survivors more than its bottom line.”

Processing Violence

Once survivors consult with SARC, they are encouraged to file a complaint if they are comfortable, Drummond explained. According to Concordia’s policy, complaints are formal measures aimed at taking action against alleged perpetrators. 

The report makes a distinction between informal complaints, which “are often resolved to the satisfaction of both parties,” and formal complaints, which “can lead to disciplinary measures.” 

Informal complaints can result in an apology letter, community service, or a no-contact agreement, Drummond said. It is a non-disciplinary option, but can escalate to a formal complaint.

Formal complaints involving students will be sent to the Office of Student Tribunals, where a hearing will take place. If a survivor’s case involves a member of the administration or faculty, an investigation is planned. Disciplinary action may be taken, and final results are in the hands of panelists trained in part by SARC, Drummond explained.

Formal complaints can lead to a note on file, suspension, restricted access to the campus, expulsion or firing. According to the latest annual report, 18 complaints were reported in 2021-2022. 

Sexual violence complaints are handled by the Office of Rights and Responsibilities (ORR), the body charged with resolving all incidents where the Code of Rights and Responsibilities has been allegedly violated.

When Leblanc attempted to file a complaint with the ORR, she was met with seemingly endless problems.

“The whole time I dealt with the ORR, nothing was explained to me. It felt like I wasn’t worth their breath.”

Because sexual violence had been involved in her case, Leblanc wanted to take it to a student tribunal. She claimed her requests were ignored by ORR members.

Leblanc spent her summer in Zoom meetings with the ORR, forced to retell her story multiple times to many different people. She recalled Drummond sitting in during one of the meetings and offering her words of support, but nothing substantive came out of their interaction.

“We are not a reporting office. We just receive disclosures, provide support and provide education,” said Drummond, explaining that reporting is handled by the ORR.

Bill 151 stipulates that universities must have separate policies pertaining to sexual violence that distinguish them from other policies. While Concordia meets these criteria, students have criticized the university for not having a body independent of the ORR to handle cases of sexual violence.

Drummond affirmed that SARC works very closely with the ORR on cases of sexual violence, helping guide members as they deal with complaints. Additionally, students who sit on student tribunals are given trainings by SARC for when they have to deal with sexual violence cases.

The Policy Problem

Concordia’s Standing Committee on Sexual Misconduct and Sexual Violence (SMSV) was created in 2018, following the implementation of Bill 151. 

According to Concordia Spokesperson Vannina Maestracci, the SMSV “explores ways to strengthen prevention and response and so it reviews the policies, looks at responses, training and so on.” The SMSV does not rule over issues of sexual violence at Concordia, but rather looks into the policies and procedures used in such cases.

In 2018, Concordia student Elena, who has been given a pseudonym to protect her identity, sat as her union’s representative on the SMSV. At the time, the committee forced members to sign non-disclosure agreements with the university. Elena refused to sign the NDA and Concordia eventually stopped asking for it, despite her constant presence at the committee.

Elena recalled a board room filled with administration officials, lawyers and faculty representatives. Each meeting would begin with a lengthy speech from one of Concordia’s lawyers.

“Sometimes, they would send us massive documents the night before so that we didn’t have time to read through them in time,” Elena said. “We students would stay up all night making notes and organizing, and we’d enter meetings with solutions.”

After poring over reports, the students wanted to give their input. “They told us, ‘that’s really not what you should do in this meeting, we’re just here to discuss and get a general vibe. You’re all very loud.’ They wanted to let everyone speak, but nobody besides us had read the documents,” Elena added.

Elena recalled survivors standing before the committee, sharing their stories and experiences. “The administration sat in silence and rolled their eyes,” she said.

“Watching survivors recount their trauma while crying hysterically as these overpaid motherfuckers scroll through Instagram, rolling their eyes, is just evil. That kind of behaviour is the true definition of SMSV,”

said Elena.

Since its inception, Concordia’s sexual violence policy has been under harsh scrutiny. According to Sophie Hough, former student representative on the SMSV, systemic change must take place. Hough is a member of Students for Consent Culture (SFCC), the group responsible for the 2017 Our Turn report, a national action plan that examined 14 Canadian universities’ sexual violence policies. The Our Turn report gave Concordia a D- on sexual violence policies.

“Students on campus have been advocating pretty tirelessly since 2011 for a standalone sexual violence policy,” she said. According to SFCC, a standalone sexual violence policy is completely independent from the Code of Rights and Responsibilities—a requirement they claim Concordia does not meet. 

For any changes in sexual violence policy, students, faculty, and other stakeholders must be included, Bill 151 states. The SMSV must have student representatives to function. In November 2022, the University appointed four new representatives from the student body at large.

When asked for the names of the current SMSV members, Maestracci would not disclose the information “due to concerns around the current climate for these members.”

The Link and The Concordian both reached out to SMSV Chair and Equity Director Lisa White for comment, but were denied. According to Maestracci, “the Chair of the Standing Committee still hopes to meet the CSU and GSA to discuss the issues with them directly, rather than through student media.”

An Alternative Approach

For some sexual violence survivors on campus, using the resources provided by the institution in which they were assaulted can be traumatizing. Many have to look outside the university for the help they need.

According to Deborah Trent, executive director at the Montreal Sexual Assault Centre (MSAC), universities are legally required to have services, procedures and policies in place to deal with sexual violence.

If universities fail to follow their own procedures, Trent said, survivors have the full right to seek guidance outside the institution.

“They have every right to press charges; they have every right to go to the police,” she explained. “But for a whole lot of people, it’s a really difficult decision.”

Since 2010, the organization has operated a Sexual Violence Helpline to ensure survivors have a place to share their experiences and get information and resources that best fit their case.

Nonetheless, since the SMSV boycott began in October 2022, students and workers have mobilized to create an alternative within Concordia. 

In order to combat the restrictive nature of the committee and call for a complete restructuring of the university’s sexual violence policies, a grassroots, worker-led group called the Inter-organizational Table for Feminist Affairs (ITFA) was created.

ITFA contains a variety of student and worker groups at the university, including the CSU, GSA and TRAC. They aim to find solutions to sexual violence at Concordia from and for the people most affected by the issue. 

TRAC delegate Mathilde Laroche said that the main problem with the current SMSV committee is rooted in its lack of student inclusion. “It doesn’t give any space for students to be involved and informed or to have the right information to participate in the decision-making,” they said.  

Julianna Smith, the CSU’s external affairs and mobilization coordinator, believes that very little meaningful change can be made through the SMSV. “Right now, the students are completely outnumbered on the SMSV committee,” said Smith. “So even when we are able to mobilize as students and work together, we’re always outvoted so we can’t actually put any initiatives forward.”

The need for student-centred solutions was an important part of the decision to boycott the SMSV. 

“ITFA works within a transformative justice framework. It is important to have an organization that is authentically interested in addressing sexualized abuses of power,” said GSA representative Akinyi Oluoch. 

“Addressing these abuses at their root will require worker, student, community, and survivor-led processes of justice,” she added.

Cinema Politica: Our Bodies are your Battlefields

The documentary Our Bodies are your Battlefields, screened by Cinema Politica, shows the lives of trans women in Argentina fighting for their rights and to be accepted

Cinema Politica screened the premiere of the documentary Our Bodies are your Battlefields on Monday, March 6 in the atrium of the Hall Building. Cinema Politica is a media arts non-profit which screens a selection of independent political films. The local at Concordia, active since 2004, is Cinema Politica’s longest running film showcase, attracting hundreds of people to their weekly screening throughout the semester. 

The film, written and directed by Isabelle Solas, shows the lives of trans activists Claudia and Violeta, as well as those of their compatriots, in their daily political struggle for acceptance in Argentina. Despite the reality of discrimination they face from upholders of the patriarchal society and trans-exclusionary feminists, among others, they manage to fight for political progress and form community with each other.

The films’ intimate portrayal of these women in both their activism and relationship to one another rings authentic. The different relationships these women have with their friends, families and each other demonstrates a vast diversity of trans experiences — something that is rarely shown and so often ignored. Claudia is close with her mother who supports her and her cause, whereas many other trans people were shunned or kicked out of their homes. They had to turn to sex work for survival, and have strived together for support and political activism in the community.

The screening was followed by a Q&A with two speakers, Anaïs Zeledon Montenegro and Elle Barbara, from the Action Santé Travesti(e)s et Transexuel(le)s du Québec (ASTT(e)Q), a project under CACTUS Montréal. ASSTT(e)Q is run by and for trans people, to help trans people in need of healthcare and social services. The program’s core funding is being cut in April and they are collecting donations.

Barbara shared how she related to the protagonists of the film since, prior to working at ASTT(e)Q, they were heavily involved in the grassroots project Taking What We Need which organized parties and fundraisers to give money to low-income trans feminine people in Montreal. This allowed Barbara to politicize transness. 

“That’s what transness was like to me, it is intrinsically political. And in that regard, I find the experiences depicted in the documentary are similar.”

Montenegro, who also has experience being on the streets, shared the importance of greeting people with love at ASTT(e)Q. 

“We’re trying to do our best at ASTT(e)Q to make people think that there’s hope. That’s what we talk about: hope.”

The Cinema Politica film screenings are always free with the possibility to contribute donations at the venue. Their funding also comes from the Canada Council for the Arts and membership  fees.

complaints at Webster Library sparks talks about security issues

Complaints were made about a disruptive prankster who has recently been contacted by security

Students have taken to a Concordia Reddit page warning others about a potential security risk in the last week of February.

Two separate posts were made complaining about a young man filming himself intentionally playing audio at high volumes. The man in question is a YouTuber labelling his escapades as “pranks.”

The stunt itself included the prankster moving to different locations across the library, intentionally watching videos with unplugged headphones while pretending to be oblivious. This would eventually cause distraction and confusion among surrounding students, prompting many to confront him — which is exactly what the YouTuber wanted.

“It’s not hard to notice when someone is being obnoxious, to send a librarian or even security over,” said Araya Robichaud, a second-year political science student at Concordia. Robichaud was one of the original users to post about the incidents on the subreddit.

Robichaud’s post was prompted by a friend who had encountered the YouTuber at the library. Robichaud decided to air his concerns online after watching the video and seeing the rhetoric expressed by the creator.

The post generated a lot of attention, both from students and strangers alike. Many people sent official complaints to the University’s security to prevent similar instances.

Despite these recent events, Robichaud says he hasn’t encountered any disturbances at the library. However, Robichaud expressed his frustration with chatter at the library.

“I do think I recognize some groups of students that, when I see them, I’ll grab my stuff and move. I know they’re just there to talk,” he said.

To prevent future disturbances and complaints, Robichaud said he wishes for designated library staff to ensure general safety.

“I get frequent actual complaints about students asking me to tell other students that are being rowdy or noisy to keep it down,” said Noemi Marcaida-Golebiowski, a front desk worker at the library. “Everyday, like literally everyday.”

Marcaida-Golebiowski said she deals with patrons every day, both students and professors, loaning books, DVDs and miscellaneous documents. She learned about the recent disturbances through word of mouth and from the posts on Concordia’s Reddit page. When she reached out to the library’s administrator, she was happy to hear that security was already dealing with the issue.

Although Marcaida-Golebiowski sympathized with the library attendees’ complaints, she said that the library staff did not have the authority to remove people from the library. 

Director of Campus Safety and Prevention Services Darren Dumoulin said the department itself hadn’t received many complaints regarding the recent incident due to students contacting other departments.

Dumoulin said students who encounter these situations should contact security immediately by calling campus security.

“It’s so we can respond to it at that time and not be receiving an email several days after the fact,” Dumoulin said.

Dumoulin added that security agents would not immediately expel any disrupting person from the library and would intervene otherwise, as per protocol. However, repeated behavior might initiate what he called “an escalation process” which could prompt agents to ask the person to leave.

“We don’t profile people before they go into the library,” he said. “We really react to behaviour issues.”

According to Dumoulin, the security department has been in contact with the YouTuber. However, no official library staff member has yet to meet him. 

Although Dumoulin understands the frustration behind these recurring issues, he said the library’s openness to the public and downtown environment creates a challenge for security staff. 

“Posting stuff on social media will not initiate a response,” Dumoulin said. “You can’t study if you’re afraid and if you don’t feel safe, call us.”

Death of the theme party

Please let me wear my regular clothes again

Picture this: it’s a Friday night, and you’re either hunched over a computer trying to squeeze out the last bit of academic energy you have left in you, or anxiously procrastinating. The weekend is near and you’re ready for a night on the town — you deserve one, after all. But you’ve been so caught up in the academic haze that you forgot to make plans. 

You eagerly ask your roommates what they have planned. One has opted to spend the night with their significant other watching the 2006 critical flop (yet still beloved) film Aquamarine; the other has a date. Before admitting defeat, you rapidly fire off “what’s the move” texts to anyone you’ve ever had a remotely good time with — and some you’re willing to give a second chance to. 

It’s growing late and you’re about to give up when your cracked iPhone buzzes with hope. With a racing heart, you check your messages. 

“We’re going to so-and-so’s party on St. Dennis, you can totally come,” one of the fun friends has informed you. You run to the closet to pick out your best threads. When the phone buzzes for a second time, the text says: “It’s pirate-themed. See you there <3.” With a sinking heart, you hang your brand new navy blue Uniqlo chore coat back in your closet. Panic sets in. Do you wear an eye-patch? A funny hat? Do you need a parrot? 

This is the third week in a row you’ve been underprepared for a theme party. Time and time again you’ve been asked to dress for different themes, like goth, 90s night, like characters from the movie Midsommar, all in white, all in brown and one time even just like someone named John. 

You try to participate, but between the price of beer and the snack you know you’ll need on the way home, your budget is tight. How can you justify a whole new outfit that you will never wear again for solely this one night? 

You consider not going at all, but reluctantly, you grab a torn shirt, your roommate’s funky old striped pants and a bandana. You look nothing like a pirate. You’re dressed closer to Johnny Depp in real life than Jack Sparrow and you feel ridiculous. It’s not fashionable, not flattering and not fun. But dammit if you aren’t participating because parties have rules and you have to play by them. 

On your way, you stop at the depanneur to get the standard six pack of whatever beer is under ten dollars. The man behind the counter gives you a look of confusion and modest judgment. “Nice pants,” he says politely. But you know he doesn’t mean it.

You arrive at the party and see that, once again, everyone is outperforming you. 

People have eyepatches, fake parrots, and one person seems to have an eerily convincing peg leg (you do your best not to look directly at it). As you dodge questions about why you’re wearing a torn up dress shirt in an attempt to masquerade as a pirate, a sense of shame begins to creep in followed by resentment. Three weeks in a row, you’ve tried to look the best you could and tried to conform to the theme, but sadly, you just can’t keep up anymore. 

The TikTok-i-fication of your nights out has started to ruin the fun of it. With bring-your-own-cup parties and “summertime in the winter” parties, nobody had to feel left out. But, now it seems as though each week your friends try to outdo each other with a more convoluted and ill-conceived trendy theme that they saw a group of influencers attempt online. 

You and a group of other underperforming partygoers gather in the shadows, avoiding snide remarks. After a couple of hours, people begin to filter out and you decide to join. On the way home, you stop at A&W and chat with your friends recounting the night’s shenanigans. An appropriate amount of time passes and you turn to leave.

“Next week at my house: clown theme!” someone shouts as you begin to walk away. 

You bow your head in defeat. “Tonight might as well have been clown-themed,” you think to yourself. 

On the way home, you accept your fate and begin to brainstorm where to buy a red nose as the bag of buddy burgers grows colder in your hands.

QUICKSPINS: Love Sick – Don Toliver

The Houston artist goes R&B — which works until it doesn’t

Don Toliver is one of those rare enigmatic artists, where it can be difficult to predict what his next album (or even song) may sound like. Many fans were introduced to his unique voice on Travis Scott’s 2018 song “CAN’T SAY” — which prompted some hilarious comparisons to singer Akon.

While Toliver has released a few downtempo songs, his new record Love Sick is his full-length foray into the world of slower, more seductive R&B. On paper, it seems like a match made in heaven, given his now-signature voice and knack for catchy melodies. But in reality, his vocal performance is easily the most forgettable part of this album.  

Toliver’s voice is nice to listen to, but that’s about as far as it gets. While it is refreshing to hear him experiment with a slower sound, some songs can drone on and sound quite forgettable. So much so that the novelty of hearing Toliver on unfamiliar productions wears off quickly. This leads to a few bland tracks, especially as the album goes on. By the time we get to songs like “Cinderella,” he sings in circles, and his melodies end up going nowhere. On tracks like “Private Landing,” he flat out sounds disinterested.

It’s a disappointing showing for an artist whose greatest asset is his voice.

The production, however, is anything but forgettable. Instrumentally, we are hearing Toliver at his most experimental, which serves as the redeeming factor for a lot of songs. The Houston artist hops on Kaytranada’s production and New Jersey club-inspired beats, among other interesting choices.

Lush, moody, and layered soundscapes provide the backdrop for most of the album, whereas scintillating guitars shine through others. Songs like “Leave the Club” showcase a more familiar bouncy trap sound. The intro, “LoveSickness,” sets the tone by being somewhere in the middle.

A few of the creative choices on this album are questionable: Justin Bieber’s insistence to “keep going” on “Private Landing” is one such instance. Fans hoping to hear Toro y Moi are also likely to be disappointed, as his vocals are heavily altered and thrown on the outro of “Cinderella.” The very numerous features, in general, are hit or miss.

Some tracks on Love Sick definitely demonstrate that Toliver can continue to make great music — “Let Her Go” and “Slow Motion” are shining examples. Unfortunately, tracks like these get drowned out by the album’s other underwhelming songs. While ambitious, the album falls far short of reaching its true potential.
