The U.S./Canada land border is re-opening: Here’s what that means

Some hopeful travelers say that the opportunity to cross the U.S./Canada land border should have happened a while ago

The world’s longest undefended land border will re-open to fully vaccinated Canadians for non-essential travel on Nov. 8.

The land border between Canada and the United States first closed on March 20, 2020. After 19 months, those with American friends and family or those just looking to get some cross-border shopping done will now be able to cross the land border.

The news was a welcome breath of fresh air.

Breanna Sherman, 23, normally visits her family in Florida once a year for the holidays, but border closures have barred her from doing so.

“This December, it will have been two years since we last saw them,” said Sherman.

Among the family who Sherman has missed is her cousin’s newborn daughter, born in May 2020, which the pandemic has kept her from meeting.

“I hoped I would see her in December of 2020, but that didn’t happen,” said Sherman. “When I eventually meet her now, she’ll be one and a half, not even a baby anymore, which is sad.”

“It will be fun to not only be in Florida for the first time in two years, but also continue that tradition of driving and sitting in the car with my family for two days.”

Michelle Lam, 22, says that although she’s enthusiastic about visiting the U.S. again, the lineups she expects at the border are worrying.

“I feel like it’s going to be chaos at the border,” said Lam. “I’m kind of nervous about it.”

While air travel into the United States has remained open to Canadians with proof of a negative COVID-19 test administered three days before they travel, some feel that driving is a more affordable and easier alternative.

“Not everyone has the luxury of being able to afford to fly. It’s just more accessible to everyone that wants to travel,” said Sherman.

Lam shares Sherman’s sentiment, saying “I feel very safe travelling by land, because it’s me and my car driving across the border as opposed to flying in the States, where I have to go through an airport and sit in a tube with however many people for X amount of hours.”

Before travellers get ready to hop over the border for a weekend, there are a few details to pay attention to.

All travellers, whether coming in by land, sea, or air, must be fully vaccinated in order to enter the United States and are required to show their proof of vaccination.

After speculation, the United States confirmed that travelers with  a combination of either FDA-approved doses, including Pfizer-BioNTech, Moderna and Janssen, or those approved by the World Health Organization, which include AstraZeneca, are considered fully vaccinated.

Travelers arriving by land or sea — that is by car, bus, boat, ferry or train — from the United States must provide proof of a negative PCR test taken 72 hours of their expected arrival into Canada.

The news of the re-opening did not come without criticism from hopeful travelers.

“It really makes no sense to me that it’s taken the U.S. this long to open the border,” said Sherman. “Not only are our vaccination rates way higher, but they could have just asked for proof of vaccination and a recently negative Covid test.”

The Canadian government reopened its land border to U.S. travelers in early August. As it currently stands, 74 per cent of Canadians are considered fully vaccinated, compared to 57 per cent of Americans.

Lily Cowper is a dual-citizen of the U.S. and Canada. She has flown to Florida and Virginia twice to visit her family since May 2021. Her travels did not come without complications.

“Everytime I went, there was so much drama,” said Cowper.

Cowper said that the cost and requirements for COVID-19 tests made visiting her family in the U.S. a cyclical headache.

“Every time I went back and forth, I had to pay hundreds of dollars extra and had to change my flight,” Cowper explained.

Cowper and her boyfriend went to visit her family in Virginia in September. After taking multiple tests to ensure they received results in time for their return flight to Canada, the test that did come on time contained a lab error. As a result, they were turned away from their flight.

Cowper says that she and her boyfriend each paid the equivalent of $300 CAD to receive a last-minute airport test to re-enter Canada.

“I’m happy that they’re finally opening up [the land border] and I hope they drop the testing requirement,” said Cowper.

The option to cross the land border into the U.S. without proof of a negative COVID-19 test is a cost-effective decision that Cowper says should have happened a while ago.

“It’s about time. Why are we constantly living in the past if we’re vaccinated?”

For Cowper, the opportunity to get in her car and drive to the U.S. could not come sooner. She says that the re-introduction of a more simplified way of travelling from one country to another is necessary.

“This whole two years has been so complicated, the rules are always changing, they don’t make sense,” Cowper added. “All I want to do is visit my family.”

Surfers unwritten rules broke amid an increase in riders

Surfers in the Montreal region have skyrocketed during the pandemic, however not all new surfers are following the unwritten rules

As he sat on his surfboard floating on the St. Lawrence River, his blonde surfer-style hair dripped with water as he briefly waited for his next chance to catch a wave. Though only a 30-second surf, that small amount of time brought him joy. Whatever problems he dealt with that given day would fade once in the water.

Edouard Beauchamp is a surfer who’s been involved in the surfing community for over five years. Behind the Habitat 67 condo complex, the wave dubbed by surfers as “Habitat” is an intermediate spot that is the most popular surfing destination off the St. Lawrence River. Beauchamp has witnessed this location grow in popularity, creating longer wait times to ride and more traffic than ever before. The catharsis he felt when hitting the water has now morphed into annoyance as of late, as the community he’s been involved with over the past few years has changed. He still sits on that same surfboard, but now his blonde hair is dry as he must wait for over an hour to ride and experience those 30 precious seconds he has longed for all day.

Once tightly knit, the community rapidly grew amid the COVID-19 pandemic, resulting in a loss of order which created long waiting times for surfers trying to catch a wave. The city of Montreal also successfully promoted surfing as an activity for tourists due to its easy accessibility by public transit, creating an increase in new surfers who would frequent the wave. Surf instructor Antoine Lavigne also noticed an increase in surfers this season compared to previous years.

“It started a year before the pandemic, you would see more surfers and bigger lineups, but it really exploded last year and this summer,” Lavigne said.

Beauchamp remembers what things were like before Habitat became extremely popular. “From 2015 to 2018 surfing wasn’t trendy yet in Montreal,” he said. “You see the same people, and even though you didn’t know their names, you knew they were regulars.” Beauchamp isn’t annoyed with the number of people frequenting Habitat, but is rather frustrated with new surfer’s disruption and negligence towards rules.

“What happens is that the young surfers stay on the wave for most of the turn and it’s kind of like king of the mountain,” Lavigne said. “That’s what bothered locals this season.”

The mix of inexperienced surfers on a more challenging wave like Habitat, combined with a lack of respect towards the rules has caused long-time surfers to sometimes clash against newer ones.

“They don’t hold priority because they’re too concentrated on the wave they’re trying to ride,” Beauchamp said.

Long-time surfer Igor Goni has been active in the surfing community on the island for the past 30 years. Goni said this wasn’t the first time the community grew, and they’ve experienced similar problems in the past. During the pandemic, the initial wave of new surfers prompted regulations to be put in place to combat long waiting lines. The new directives emphasized order, which included shortening the ride time per wave from one minute to 30 seconds to create more fluidity. Its acceptance at surfing spots like Habitat made it easier for many surfers to ride more often on a busy day.

Despite these new regulations, the influx of new surfers over the past year has created traffic like never before. What was once a 15-minute wait time has since worsened to over hour-long waits to ride a wave. Beauchamp described how he now avoids going on weekends because the waiting times have gotten out of control.

“That’s what bothers me because they don’t understand the rules, you keep an order of who’s going next, and you call the person for their turn,” Beauchamp said.

According to Goni, the lack of surfing spots in Montreal and the added number of new surfers has resulted in longer waiting times than usual.

Goni, Beauchamp, and Lavigne believe that this spot doesn’t belong to them, admitting that surfing is open for everyone at all levels. However, they do agree that there needs to be a specific order that must be kept so that not only everything runs smoothly, but everyone is having fun in the process.

“The problem with the new kids is that they don’t understand the importance of these rules. […] If they did what they wanted, the lines would be much longer,” Goni said. Goni urged that these directives must be encouraged so that everyone can have fun surfing while sharing the space accordingly. “If that would require us to go tell 30-40 people to know their place in line, we’d gladly do it,” Goni said.

It’s still too soon to tell whether new surfers will accept these rules going into the next season. However likely it is, until things speed up, Beauchamp will continue surfing at night to avoid waiting, to keep doing the thing he loves as much as possible without being interrupted.

Are kitchen jobs still worth it?

Even before COVID-19 flashed it’s teeth, the value of working in kitchen jobs was diminishing, and it’s not getting better

Let me be clear: cooking is a beautiful thing, whether it is the little dance that comes with combining ingredients, or the aroma of spices doing what they do best. However, moving this into restaurants is something that doesn’t translate all too well. When the server puts down a dish in front of a consumer, it’s all too easy to forget that there was a team in the back that had to prepare the ingredients, for the team on shift to put it all together.

These kitchen teams are falling apart. As a whole, the restaurant industry has seen a massive decline in staffing since COVID-19 joined the party. Following shift reductions and pivots towards takeout and delivery service during lockdowns, many industry veterans departed, and many have not returned. While it would be easy to place the blame on government aid like CERB, the reasons are actually much simpler. Government benefits have mostly subsided and many positions are still empty.

In a recent conversation with a coworker, I was told that this phenomenon is not particularly related to the coronavirus. There are an abundance of reasons to avoid working in food service positions, even if you love cooking. For starters, it’s hot, the pay is low, stress often runs high, and kitchen staff generally don’t see much of what servers get to take home in tips. Throw a mask mandate into kitchens that are poorly ventilated and you’ve got some poor working conditions. Having worked the grill at a steakhouse this past summer, I can say with confidence that the mask becomes a wet rag with ease.

So, what’s the deal? In my own observations from peers in the industry and interactions with management teams, I can say that everybody just wants to keep their heads above water. Supply issues have reduced the number of menu items, and operating costs like rent, utilities and food prices have all gone up. This has created a predicament for restaurateurs who are trying to put together teams of competent employees while also trying to make some profit, if any.

For a while now, average restaurants have hired people they know they can get away with paying less: teenagers! For the business, this makes sense from an economic standpoint. You can get away with paying them minimum wage with the lure of potential tips and occasional free food.

The caveat is that you get what you pay for. Throw a bunch of 17-20 year olds with little-to-no experience into a busy kitchen, and see how fast things can fall apart. When orders start flowing in without pause and servers are calling out how much longer, they can start making mistakes and food starts getting sent back to the kitchen. The culinary assembly line can slow down, and can very easily fall apart if not for one or two leaders keeping them afloat.

This mass shortage of people willing to work in kitchens and at a high level makes this a good moment for industry veterans. In comparison to the skills of an everyman, seasoned kitchen people’s skills are highly sought after because even if they command a higher salary, restaurants can feel comfortable putting this money into capable hands. That being said, the key workers here have more leverage to ask for more from their employers compared to their teenage counterparts. After all, restaurants cannot be run without people in the back who prep the ingredients and those who put it all together during service hours.

Amidst the lack of people who want to work in a kitchen and the lack of people who know what they’re doing, people with veteran experience can demand more from their employers when negotiating terms of employment. More work-life balance and higher wages are usually at the top of the list, although work-life balance is harder to strike when restaurants everywhere are short staffed.

Though it would seem that wages would absolutely explode in response to the shortages, that hasn’t been the case. While some chain restaurants with corporate backing can afford to trickle down some extra compensation, many independent restaurants and chains alike have not moved their starting wages. As a whole, the notion that restaurant wages are rising mostly applies to kitchen lifers who have stayed in their original posts, or those who have been headhunted by other desperate kitchens. The average kitchen employee is not seeing any noticeable increase to their rate of pay.

What seems to have happened is that people who were laid off in the initial shutdowns have found jobs in other sectors, and rightfully so. This past spring while working at a new kitchen job, my personal qualm was: why should I work under these conditions for 15 dollars an hour, without breaks or free meals, when I could be making minimum wage by working anywhere else? Then, at least I’d be ending when I’m supposed to and get to leave my shift without being all sweaty and stressed. For example, at 40 hours a week, the difference in pay between a minimum wage job and a 15 dollars/hour job is largely negligible. When the toll of demanding restaurant work is weighed against a small difference in pay, minimum wage jobs end up being better in the end for those that can afford it.

Is there an answer to the problem at large? Is there a way for kitchen jobs to appreciate after trending downwards for so long? Having worked in a handful of restaurants since I was 17, and still working in one to this day, I can say with certainty that things are relatively bleak. I’ve worked in low, middle, and high-end places, but the bottom line is that all of these are trying to survive. I can cut them slack in that regard, but my coworkers and I are still people. We have goals, families and lives that transcend the kitchens in which we converge to make our living.

Making things better for both people and these businesses is a tricky balance to strike because it centres around money. Regardless of wages soaring or sinking, kitchen culture is never going to die. A bunch of slicked and sweaty people sharing cigarettes after dinner service is something that has stood the test of time.

If coworkers truly make the job, then those bonds will continue to mould regardless of what these kitchen teams are composed of. That kind of camaraderie amongst people who are in the service industry is not going to diminish over the lack or surplus of a few dollars an hour.

People are still leaving though, and kitchen teams are getting thinner and thinner — with the idea that things will return to normal being the only element holding them together.

COVID measures update: Entertainment venues can operate at full capacity as of Oct. 8

Among other larger venues, the Bell Centre is now open at full capacity. Many smaller venues have shared their disappointments

On Sept. 30 the Quebec officials announced that entertainment venues such as cinemas, theatres, arenas and stadiums can return to full-capacity seating beginning on Oct. 8. This marks a big step in Quebec’s gradual return to normalcy. However, there are no changes for bars and other local music venues which offer largely standing room only. They will continue to operate at 50 per cent capacity.

In the announcement, Horacio Arruda, Quebec’s national director of public health, explained his reasoning for easing the measures because of the importance of sports culture.

“There is always a logic when we do things. We are treating sports as culture in the same perspectives,” Arruda said.

Just like any other venue, larger venues must follow the following criteria: assigned seatings, vaccine passports and masks at all times, except when eating or drinking. The one significant difference is where bars require social distancing and smaller capacity, a larger venue like the Bell Centre won’t.

“[It’s] good news for hockey fans, it’s good news for the economy, it’s good news for culture, I think it’s good news for everybody,” encouraged Christian Dubé, minister of health and social services.

Among the many businesses affected by the pandemic, the bar industry has faced tremendous struggles to keep its business flowing. Many owners of local bars have shared their opinion on the double standard.

Austin Wrich, the owner of the Diving Bell Social Club, a multimedia performance venue located in the heart of Montreal’s Plateau neighbourhood, believes the government’s decision is to benefit the economy.

“It shows a lack of understanding of what culture actually is. I’m personally not much of a hockey fan,” said Wrich. “I’m sure a lot of people are excited to go to the Bell Centre to go watch hockey, but not to be too cynical, it definitely seems like it’s very much a case of ‘that’s where the money is at.’”

“I just don’t see how 21,000 people at the Bell Centre is more safe than people all vaccinated at the Diving Bell. It doesn’t really make sense. It just seems like it’s more of a political move,” Wrich explained.

Jean-François Beaudoin, manager at Café Campus, a bar, concert venue and nightclub located in Montreal, shared the same frustrations as Wrich.

Beaudoin agreed the closing of bars and clubs was necessary at the beginning of the pandemic, but he doesn’t understand why Café Campus and other nightclubs can’t currently operate fully.

“We’re starting to get angry. Not because we’re still closed, [but] because they are not talking about us. They’re not telling us why we’re still closed. Where are the facts right now? I don’t see facts. I see politics,” said Beaudoin.

Health Minister Christian Dubé says that he will ease restrictions for bars and restaurants in a few weeks if the province sees a reduction in the number of COVID-19 infections.

This back to normal is… weird, right?

Going back to normal isn’t going to go as we expected

Is it just me, or does being back on campus feel weird to anyone else? Eighteen months of online school came to an end in the span of a week with little more than a new access card to mark the occasion. I don’t know what I was expecting; certainly not a marching band to parade down Sherbrooke St. to raise the Concordia flag over the Loyola campus, but a bit more than my professors saying “wow, Zoom sucked… anyway here’s the syllabus.”

It was the perpetual promise of this “back to normal” that helped me through some of the toughest moments of the pandemic. Now that I am living the life that was interrupted, it feels like at any moment I could look down and find the pen that I lost on the last day of in-person classes before Montreal entered its first lockdown — slightly dusty but otherwise in the same place I left it.

The influenza pandemic of 1918 was dubbed the “forgotten plague” because of how quickly it disappeared from public discourse afterwards. Historians aren’t certain as to the reason why people stopped talking about it. Possibly, pandemics were more common back then or news coverage focused more on the war than the flu. Maybe after living through four years of chaos caused by a world at war, they too were desperate for a return to normalcy.

100 years later, as the COVID-19 outbreak surpasses the 1918 influenza epidemic as North America’s deadliest pandemic, I catch myself slipping into this new collective form of self-induced amnesia. On a video call with my family, my mother asked me how many Concordians died from COVID-19 and I had to say that I didn’t know if any Concordians died. I doubted that Concordia would have the authority to disclose that information, but I checked their website regardless and couldn’t find anything.

It’s only with those closest to me in our most private and intimate conversations that keeps the pandemic from fading into memory. While on a walk, a friend grieved for her “lost year” and the experiences she missed out on and could never get back. Another, who had lost multiple family members in the second wave, cried over feeling guilty that he wanted the lockdown to end. After returning to the last place I saw the girl I was dating before the lockdown, I realized how angry and jaded this pandemic had left me.

I have heard this pandemic be compared to war, natural disaster, even religious reckoning. In my opinion, the best comparison is to the fable of the frog and the pot of boiling water. The fable states that if you put a frog in a pot of boiling water it will immediately jump out; but if you put it in cool water and then bring the pot to a boil, the frog doesn’t feel the changing temperature and boils alive.

Inversely, this pandemic threw us into a pot of boiling water and made us wait until it cooled. A lot of people died very quickly, and then gradually slightly fewer people died as time went on. Life moved forward with online classes and remote summer jobs. The curfew got pushed back and was eventually lifted. Social bubbles got bigger without us noticing. And along the way we forgot what it was like not to be boiling alive.

Just As I Am follows Montreal’s Shira Choir as they persevere through turbulent times

Director Evan Beloff’s new documentary highlights the collaborative vocal power of the Shira choir, revealing both the pain and triumph that the team has experienced during such an isolating time

Montreal filmmaker and Concordia alumni Evan Beloff’s new documentary Just As I Am details the formation of Montreal’s Shira Choir, a talented group of singers with special needs. Set to the backdrop of the COVID-19 pandemic, Just As I Am presents viewers with a much-needed escape from the gloom of the past 18 months as it follows choirmaster Daniel Benlolo and choir members navigate barriers caused by the pandemic, while simultaneously shining a light on the absence of resources for those with special needs.

“[This was] definitely the most challenging film I’ve ever made, from both a personal and professional artistic POV,” explained Beloff. “It was initially a film exploring inclusion, the power of music, and a choirmaster who acts as the emotional glue of his special needs choir. But very early on, when the pandemic hit […] I was forced to make creative and technical decisions that would impact the narrative and visual aesthetic of the film.”

The documentary highlights the collaborative vocal power of the choir, revealing both the pain and triumph that the team has experienced during such an isolating time. “We’re all struggling with the same issues,” said Beloff. “Adults with special needs are no different than the rest of us. Inclusion is essential for us to become a compassionate society.” Despite the past 18 months being nothing short of a nightmare for most, the team has learned that there’s still a light at the end of the tunnel. “The pandemic has created the opportunity for us to light the darkness,” added Beloff.

In the film, the choir members can be seen practicing virtually in the early stages of the pandemic. As the year progresses, the choir is able to meet in person with safety measures set in place. It is apparent that the team is composed of a tight-knit group of individuals, each of them playing an equally important role in one another’s lives. While some technological issues arise during a few of the virtual practices, choirmaster Benlolo and the team persevere, unwilling to succumb to the virtual barriers that the pandemic has imposed.

While Just As I Am showcases each member’s passion for song, it is about so much more than just music. “I believe it’s a sweet film, a film that celebrates life even in the midst of all the sickness and death which we’ve experienced collectively over the last 18 months,” said Beloff. “The Shira Choir is a marvelous group of adults with special needs who have a tremendous amount to teach us about simplicity, kindness, directness, and enjoyment in each moment.”

What’s the Consensus: Is it okay to travel for leisure during the pandemic?

How do we collectively feel about non-essential travel during the pandemic?

We’ve all heard these words at one point or another in the last 18 months: “I can’t wait to travel again!” Fair comment, if you’re someone who enjoyed jet-setting prior to March of 2020. I think we can all agree that, since the onset of the pandemic, there have been good excuses for travel: family emergencies, certain work obligations, and medical procedures, to name a few. What has been more contentious is whether or not any of us should be travelling just for the sake of leisure.

Welcome to What’s the Consensus?, where, for the next eight months, on a bi-weekly basis, I’ll be unpacking divisive issues to figure out what the consensus is amongst Concordians.

This week, I want to know how you feel about traveling for leisure during the pandemic. As with anything divisive, there is a grey area. Perhaps you think that traveling is fair game, as long as the traveller is fully vaccinated. Perhaps you think that traveling within Canada is acceptable, but crossing the border is taking it too far. Maybe you haven’t seen any of your family or friends in a long time, and don’t think anyone else should have that luxury either. There are no wrong answers, but I want to know your answer.

Pop-up vaccine clinic at Concordia

The CIUSSS West-Central Montreal is having two pop-up vaccinations clinics on campus

Despite Montreal’s 80 per cent vaccination rate of those who have received one dose, the vaccination effort is still going strong in the city. As part of the efforts, Concordia has partnered with the Centres intégrés universitaires de santé et de services sociaux (CIUSSS) West-Central Montreal to host two pop-up vaccination clinics.

The first pop-up clinic was held on Sept. 14 in the EV building. According to Barry Morgan, a media relations specialist for the CIUSSS West-Central Montreal, over 67 people got either their first or second vaccine shot.

“We decided to establish pop-up clinics in various areas of our territory for the purpose of convenience, making it easier for people to get their vaccines,” said Morgan, explaining that they extended the hours of the majority of pop-up clinics outside of regular business hours, to be more accessible for people. “We go to them instead of them having to come to us.”

According to Morgan, the CIUSSS West-Central Montreal has set up pop-up vaccination clinics at schools, daycares and religious institutions in their area, with more than 10,000 vaccines administered to date.

“Over the past months, we have been actively promoting vaccines to our community,” said Vannina Maestracci, a Concordia University spokesperson. She stated that Concordia is keen to join the CIUSSS West-Central in promoting vaccinations on campus.

According to Santé Montréal, approximately 80 per cent of Montrealers have their first vaccine shot, and 74 per cent are adequately vaccinated. Over 3,194,727 vaccinations have been administered in the city.

In Montreal, 91 per cent of people who are 18-29 years old have their first vaccination, and 79 per cent have both vaccinations. 

In the whole of Quebec, 77 per cent of people have their first dose, with 72 per cent being fully vaccinated — compared to Ontario, where 74 per cent of the population has their first dose, and only 69 per cent are considered fully vaccinated.

According to a press release by the Canadian government in July, Canada is one of the world leaders in vaccinations, with over 80 per cent of the population having received their first vaccination.

The next clinic will be held at Concordia on Sept. 21 at the Loyola Campus in the FC building. From 10 a.m. to 1 p.m. an appointment is needed, but from 1 p.m. to 4 p.m. no appointment is necessary. Concordia students will need their Quebec health card, or photo identification if not from Quebec. 

If students get their first vaccine, an appointment will be automatically made for their second vaccination.

Interview with Concordia President Graham Carr: Fall 2021

On the return to in-person classes amid COVID-19, vaccination policy, and more.

President and vice-chancellor of Concordia University, Graham Carr, spoke with The Concordian about the gradual return of in-person instruction, the construction of a new building for the Concordia Student Union (CSU), and the strategy for the university’s success on a global scale.

TC:  With the fall semester just a week away, how ready is Concordia for a gradual return to in-person classes?

GC: I think we’re pretty ready for a gradual return to in-person classes. I think a lot of people in our community are also really looking forward to coming back.

TC: In this hybrid semester, how will the university provide students with the best learning experience while also mitigating the risk of COVID-19?

GC: Those are… the two most important goals for this semester. We want to do our utmost to make sure that students have as great of an experience as possible academically, whether they’re here in person, studying remotely, or doing a mix of in-person and online. And of course, as we have been doing over the last 18 months, we’re very focused on the health and safety of the community.

The deans, led by the Provost, over the course of the summer really took their time to think through the schedule that they wanted to offer students for fall. That meant thinking through which courses they felt could productively be delivered online that may not have been delivered online before, and which courses were going to offer an important in-person component or a hybrid component as well.

One of the things that motivated the decisions in all of the faculties was making sure that there were a significant number of online courses targeted to students who we knew might have difficulties being in Montreal in person, particularly international students. So we did a mapping of which courses had high international student enrollment and were compulsory for programs, and have tried to make sure that we have online components there.

TC: If an international student’s arrival is delayed by the 14-day quarantine (or other issues related to vaccination or travel) — and they have in-person courses — would Concordia be able to accommodate them in any way?

GC: Yes. We’ve been messaging with international students directly for months now, because it’s been a challenging environment for international student travel generally. And the instructions that we were getting from federal and provincial authorities were that students should be planning … to start arriving in Canada in mid/late August, and we know that a number of international students are already arriving.

But others, for the reasons you described, won’t be able to be here at the beginning of the semester. So what we have done is we’ve set a deadline for Nov. 8, which is the add/drop date, and have given students that leeway to arrive in Montreal — which is important for the visa processing that they all need to go through as well. So we’re trying to be as flexible as possible and, in the meantime, provide those students … with a way to begin their semester in an online environment.

TC: Concordia has encouraged both international and local students to get vaccinated as soon as possible. But some Canadian institutions such as the University of Ottawa and Carleton University have gone even further, making vaccination mandatory for all students and staff to continue studying or working on campus. Is Concordia considering using the same approach anytime soon?

GC:  In Quebec, the government has deemed higher education to be an essential service. And we are not … allowed to deny essential services to individuals on medical grounds. … To be quite honest, I think we are, like other universities in the province, reluctant to demand mandatory vaccines when it’s not clear how we would implement that. It’s not clear how we would monitor that, particularly on university campuses, which have many, many, many points of entry.

So instead, what we will be doing is taking advantage of something that’s unique in Quebec, which is the vaccine passport. What we are looking at is how we can apply the vaccine passports for non-essential activities that happen on the campus: things like going to the gym for recreational purposes, going to Reggies, going to cafeteria and other food places, or attending cinema events that are not academic. If we can implement those measures on campus, our feeling is that will further encourage and incentivize unvaccinated people (whether they’re faculty, staff or students) to get vaccinated.

We will have vaccination sites on both campuses, which we’re mounting in collaboration with public health and the city of Montreal, and we’ll have mobile vaccination units as well. Now there’s also a kiosk at the Trudeau Airport which allows international students … to get vaccinated once they arrive, if they are not fully vaccinated at that point.

So I think when you put together the ensemble of those measures, over the already-high vaccination rate that students in Quebec have achieved*, I feel that there’s quite a good range of measures that are in place … to help us ensure a safe experience for everyone.

* In Quebec, over 82 per cent of university and CEGEP students are either fully vaccinated or have booked their second dose appointment, thus exceeding the provincial government’s original target of 75 per cent.

TC: If Santé Québec ends the provincial mask mandate later this fall, which would apply to university classrooms as well, will Concordia follow suit and make masks optional on campus then?

GC: Well, I’m not going to forecast what may or may not happen. Obviously, that would be a major decision on the part of Santé Québec. You may remember that it was McGill and Concordia that insisted upon mandatory masking (including in classes) with procedural masks, not face coverings. And subsequently, that became policy for the higher education sector as a whole, as we see, as of [Aug. 24] for certain elementary and secondary school districts as well. The public health situation has been evolving.

If we’ve learned one thing over the course of the last 17 months or so, it’s the challenge of predicting where the next bend in the COVID-19 road will occur. And I think our track record has been pretty good in terms of adapting to those changes in ways that maintain the health and safety of our community. Obviously, we work very closely with public health authorities, and we would certainly cross that bridge when we get to it — I think is the best answer at this point.

TC: Earlier in March, the CSU held a referendum on a variety of issues, including the construction of a new building for the CSU, and nearly 85 per cent of all students who participated voted in favour of the project. With the CSU saying that it will provide a new “space for events, social gatherings and new services,” does the Concordia administration support this project? And if so, how would you collaborate with the CSU to make this plan a reality?

GC: In 2019-20, the then-head of the Concordia Student Union began meeting with me and more importantly with Roger Côté, who was the vice president of services at that time, to discuss exactly how we would collaborate on creating the student union building.

Those conversations obviously got interrupted because of COVID. There was a change in the CSU with the elections for the 2020-21 team, but conversation resumed late in the 2021 mandate — probably around the time when the referendum was taken — between the CSU and our facilities management people, led by Michael Di Grappa, who is now the vice president for services and sustainability. So the university has been very open to that.

There’s been talk at Concordia for decades, frankly, about having a Concordia Student Union building on the downtown campus. Equally importantly, we want to make sure that in the coming years, we improve student services on the Loyola campus as well. I know that’s something that the current CSU leadership is also interested in. There’s a report which is due on the animation and future of the Loyola campus, which had student representation over the last year and a half. I’m looking forward to seeing that report. So for us, how we can, as a university, improve student services, including places for students is important, but not just on the downtown campus — on both campuses.

TC: Last year, Concordia was ranked first in Canada of all universities under 50 years old. Going forward, what will be your strategy to not only maintain Concordia’s reputation among Canadian universities, but also to increase its prestige on an international level?

GC: That’s an important priority for us, because we know that one of the things which is hugely motivating for students in selecting a university are the rankings.

I would say that looking forward, … one of the areas where we’re really focusing is on sustainability, and particularly the work that we’re doing to advance the UN Sustainable Development Goals (SDGs). So there is the Times Higher Education Impact Rankings, which measure how universities are performing against the 17 UN SDGs. By performance, they’re measuring not only their academic and research activity, but also what’s called the stewardship of the goals: how the institution advances the goals through its own operational practices, its external partnerships, etc.

And earlier this spring, … Concordia was ranked 62nd in the world, for the work that we’re doing on advancing the SDGs. And in three categories, we were actually ranked in the top 25 in the world; in one of those categories, which was reducing inequalities, we were ranked number one in Canada.

This will not only improve the impact that Concordia is making as a university for the community and society at large, but it will bring recognition internationally for us. … We announced in the spring that we wanted to undertake a map of voluntary university review, to map how we are performing against each of the UN sustainable development goals — that process has begun. And I think it’s something that’s very exciting, very mobilizing for the community as a whole, and has a great opportunity to position Concordia as a leader internationally.

TC: Is there anything you would like to say personally to all Concordia students ahead of the new academic year?

GC: I want to wish everybody good luck! I have to say it will be nice to see more people on campus in the fall.

I recognize fully that there’s a spectrum of opinions, attitudes and concerns about the return to campus, and I appreciate that some students and some faculty, staff and administrators have misgivings about returning because of the public health situation. But I think we have to be feeling so much better than we felt a year ago at this time.

There’s still uncertainty, but the situation 12 months later is that we can offer a rich mix of in-person and online activities. Our online courses continue to improve because of what we’ve learned over the course of the last 17 months. And more importantly, we’re able to bring society to reopen in part because of the success of the vaccination program, which was not the case a year ago.

I fully expect that everybody coming on the campus should be vaccinated at this point, unless they have a valid medical or religious reason not to be. And if there are students, faculty or staff who still are not fully vaccinated, my message to them is:

Please, get fully vaccinated. Not only for your sake, above all, but also for the health and safety of the community as a whole.

“My body, my choice”, an ironic juxtaposition

How the use of this controversial slogan has shifted

Growing up, I heard the phrase “My body, my choice” often, whether it was in the context of a history class, in the news, or from a speech my mom once gave me. And then, in the mid 2010s, I discovered the ongoing feminism, womanism, and intersectional feminism movement, and the fight towards the right to decide what’s best for our bodies.

In today’s context, the phrase has been co-opted by a new movement – anti-vaxx – that intrudes upon the safety of many. 

The disease we shall not speak of has created a faction of society that has a fundamental problem with wearing a small piece of cloth over their mouths, getting a vaccine to protect themselves and others from stronger, more contagious variants of the virus, and the use of vaccine passports.

So now, here we are, at a crossroads between the right to choose and the right to… choose, I guess?

It is important to acknowledge that traditional feminism has a long and continued history of excluding Black women and women of colour. In the 1970s, women fought for the right to work outside the home and to ensure their reproductive rights, specifically in the United States Supreme Court’s ruling on Roe v. Wade, which made abortion services legal, though not nessesarily accessible.

Women everywhere were fighting for the right to choose, but white women mostly ignored important issues that mainly impacted women of colour. This resulted in the start of the womanism movement, which focuses specifically on the everyday concerns related to the Black female experience. It takes a focus on the deeper issues and the intersectionality between being a woman and a person of colour, ultimately addressing concerns that white folks were not interested in.

The phrase “My body, my choice” used to represent a movement that — although flawed — had an overarching goal to give power back to women, specifically when it came to our reproductive freedom. It’s ironic now to hear the slogan chanted by some of the same people who would yell “GOD LOVES YOU” as you walk into a Planned Parenthood clinic.

There are obviously some good reasons to not get vaccinated, such as if you have a health condition that is recognized as having a negative reaction to the vaccine.

Additionally, according to the Kaiser Family Foundation, 49 per cent of Black Americans stated their lack of trust in the institutions that provide vaccines. There is a documented history of mistreatment of marginalized peoples in the era of eugenics, such as Black Americans, people of Asian and Pacific descent, Indigenous persons, and disabled people. Non-consensual medical experimentation, which goes along with medical professionals having a disregard for the pain and suffering of their patients, has led to a continued lack of trust in western medical institutions for many marginalized people.

Other reasons, such as the side effects of the vaccine or thinking COVID-19 isn’t a real threat seem like a bad joke to me. I can believe some Trump constituents were brainwashed into believing the pandemic wasn’t a real threat, I just cannot get over the hypocrisy in that belief. For decades, women have been fighting for freedom and independence for their reproductive rights, but that has always been outrageous to white conservative Americans, who are composed of 85 per cent Christians. They expect us to just sit down and listen to the Bible whether or not we believe what it says. But today, when the entire world is collectively enduring a pandemic, these same people cannot handle being told what to do.

For decades, people with uterus’s have had to put up and deal with inaccessible healthcare and old white men making the decisions about our vaginas and sex lives, but as soon as those same people experience one hundredth of what it is to have your body regulated, all I hear is whining.

And the fact that the so-called injustice of today is as simple as wearing a mask, in comparison to taking any method of contraception, highly gatekept abortions, the realities of having to live with those decisions, the external judgment, your body and your choices being debated every election, and plain old birth control side effects, whether it’s an IUD and your gyno has to crawl up your cervix every five years, or you have a pill to take everyday — a pill that could make you gain weight, lose weight, have acne, mood swings, painful period cramps, and the list goes on and on.  Keep in mind, I just had to think of my own experiences to make this list… which does not even scratch the surface.

But now, this same person is angry their president didn’t get elected, mad that there’s a hoax of a virus the elite Liberals have created, and that they blew it out of proportion to control us.

Instead of being mad, I’m just going to laugh at the irony of today. It’s everywhere you look, in each nook and cranny around us – from every social media post to every article.

Concordia needs a stronger focus on vaccination

The university needs to do more to pull their weight so we can achieve herd immunity

As Concordians return to campus this week, many for the first time in over a year, and many more for the first time ever, there are still a lot of questions about students’ safety that the university administration has left up in the air.

Throughout the summer, it seemed as if information regarding reopening trickled into student inboxes as slow as a broken faucet. With only four emails sent by Student Communications relating to the possibility of on-campus activity throughout the entire summer, the reality of an “irl” semester has been hazy to most.

Even now as we begin the fall semester in earnest, the university should be doing more to ensure both student, faculty, and staff safety as we enter COVID-19’s fourth wave and clearly communicate those safety measures.

While it is commendable that Concordia has strengthened its vaccine policy in recent days, now requiring proof of vaccination for many on-campus activities, this move was too little, too late. Proof of vaccination should be required not just for extra-curricular activities, but for classes as well, in order to keep faculty and immunocompromised students safe.

The fact that Concordia has only now imposed a vaccine mandate for extra-curricular activities is short-sighted and lags behind its American counterparts. In the United States, over 800 universities, and all of the top 25 ranked institutions are requiring proof of vaccination for students in some capacity, many of them requiring it for class attendance. And it’s not just American universities, who due to the United State’s vaccine production, had a much faster rollout. Many Ontario universities are following suit. York University, Queen’s University, the University of Guelph, and Ontario Tech University all require proof of vaccination for students returning to campus.

On Aug. 26, McGill University strengthened its vaccine requirements for on-campus activities. Now, McGill students will need the Quebec vaccine passport to attend events like sports games and conferences, as well as access certain residence common areas, and more. While this move was a last-minute addition before the start of the semester, students would already need the passport starting Sept. 1 to do many other activities around the city because of the government mandate.

Concordia seems to be following McGill’s strategy of only regulating some activities which, at first glance, might pose a larger risk. However, there are many Concordia classes boasting over 50 students to a room. So, requiring vaccination for outdoor events of over 60 people, but not for indoor classes of the same size doesn’t quite hold up under scrutiny.

While it is impossible to say at this moment how the Quebec vaccine passport app will pan out, due to its quick and simple registration process, it’s safe to assume that the system will be fairly streamlined and unobtrusive. However, getting students vaccinated is another issue altogether.

Hannah Jamet-Lange, academic & advocacy coordinator at the Concordia Student Union (CSU), believes that the university has a decent way to go in terms of ensuring students are adequately informed about vaccination. In an open letter to President Carr, Provost and Vice-President Academic Whitelaw, and the whole Concordia administration, the CSU stated that it would only favour a vaccine mandate if the university was to put in checks for students with preexisting health conditions, religious objections, and international students unable to get the vaccine before their arrival in Canada.

Jamet-Lange explained, “Basically, we just want to be sure that the implementation of a vaccine mandate does not cause further exclusion of international students and students who cannot get the vaccine for medical reasons, while also wanting the university to actually acknowledge that a lot of people do not feel safe returning to campus knowing that people they sit in a small room with for three hours are not vaccinated.”

Moving further from simply a vaccination mandate, Jamet-Lange explains that many students have voiced their concern about Concordia’s overall safety measures. “A lot of students have health concerns, for themselves, their loved ones, and the general community,” they explained. “We also have a lot of student parents at Concordia who are concerned about infecting their children who have not yet been able to receive a vaccine, especially if schools were to shut down at any point or classes need to stay home for a certain amount of time due to a COVID outbreak.”

All in all, Concordia’s safety approach must flow and change with the ongoing situation. However, it has felt more like a game of catch-up than a resolute plan to keep students safe.

The CSU points to measures such as an on-campus vaccination site, clear information on contract tracing and social distancing, and the option of online learning as ways for the university to ease concerns from students. These are all good ideas, and will surely lead to a safer campus environment. If Concordia started shifting to a preemptive communication approach, informing students of possible COVID-19-related changes (earlier than a few days before they go into effect), then we may start to feel more comfortable around campus again.

What football fans can expect from the opener against the Laval Rouge et Or

After an 18-month hiatus from all university sports, Concordia football fans will experience a more tame football match than ever before

Though many Concordia University sports fans are eager to attend games in person this upcoming school year, they will be subject to a number of newly imposed rules since the Stingers last played in November 2019.

With the Concordia Stingers football home opener happening on Sept. 4 against the Laval Rouge et Or, Concordia University and the athletics department are trying their best to fall in accordance with all the new regulations imposed by the Quebec government.

Long lines at the concession stand, on-site ticket purchases, large crowds, and tailgating are just a small fraction of what will be missing in this new phase of in-person attendance, as the provincial government continues to err on the side of caution for this year’s sporting events.

In addition, the Quebec government introduced vaccine passports to the public on Sept. 1, making it mandatory to present proof of vaccination before entering a public venue. This passport will be in effect come gameday, prompting all fans in attendance to show validation of double vaccination.

If ample space is available, teams must now practice on separate fields before they face off against each other. Catherine Grace, media officer for the Stingers, said that even the slightest details, such as team introductions, will be altered this year.

“Usually our team comes out of the endzone, smoke bombs go off, running into music, jumping, yelling and celebrating while going to the bench. We’re not allowed to do any of that,” Grace said.

While it isn’t encouraged for fans to yell for their teams, the roughly 800 socially distanced, masked fans will be placed two meters apart. Freshly painted, marked zones enclosing coaches will now be the new norm during games.

“Our facilities guy has to spray paint over by the bench a line that coaches aren’t allowed to move out of,” Grace said.

Concordia will begin the sports agenda by allowing just over half of the 1,400 fans the government is permitting into their stadium. Grace said that even if they’re allowed that number of attendees, they don’t want to lose control.

“We’re scaling it back the first game because we’re just afraid that it’s going to be hard to handle,” Grace said.

Stéphane Boudreau, assistant director general of the Réseau du sport étudiant du Québec (RSEQ), said that the RSEQ only provides rules to universities that the government has imposed.

“We’re very close because of our relationship with the government,” Boudreau said. “As soon as guidelines come out, they provide an idea of how to interpret the necessary sanitary measures needed.”

It’s still too soon to tell what the guidelines will be as the school year progresses. Though much is still unsure, one thing is certain. The spike or decrease in daily COVID-19 cases will determine the outcome and regulation of in-person attendance at sports events this academic year.

“New numbers come out every day so it’s a little bit a day at a time. But things could always change,” Grace said.
