Tuition increases loom over English Universities; Legault stands firm

English universities struggle to see what their future will be without diversity in registration.

Montreal is the diversity hub of Quebec, and the provincial government’s latest blow to its universities has led to uproar from all sides of the city.

“It feels terrible. Very like… have your cake and eat it too,” said Dyan Solomon, renowned restaurant owner in Montreal and once out-of-province student, on the topic of the tuition increases set by the government of Quebec. 

On Oct. 13, the Quebec government implemented measures beginning at the start of the next fall term to “rebalance” the university network in Quebec and protect the French language. To do so, the Quebec government will be increasing tuition for out-of-province students from $9,000 to $17,000 and charging universities $20,000 for every international student. This move would make Quebec universities the most expensive in Canada for out-of-province students.

Students who are currently enrolled in an English university in Quebec will be grandfathered in at their current tuition rate. 

“I’ve been paraded around a lot by the Quebec media,” she added. “It’s very charming, the anglophone who learned how to speak French.” Her overall experience with  francophone Quebec media has been positive, but she questions why she is being used for tourism in Montreal while supposedly being a threat to the culture.

Solomon hails from Kingston, Ontario. She moved to Montreal to study English literature at McGill. Now, Solomon has gone on to open up three renowned restaurants; Olive & Gourmando, Un Po’ Di Più, and Foxy. She employs over 100 people and is a massive contributor to the culinary culture of Montreal. Her cafe/restaurant Olive & Gourmando was the first business to breathe life back into Montreal’s Old Port. So, being described as a threat to the French language did not sit right with her. 

She also spoke about many of her colleagues in the restaurant industry who have come from away and forged a life here in Quebec navigating the difficult life of entrepreneurship here as an Anglophone.

Since the tuition hikes were announced, she has been using her platform as an influential Montrealer on Instagram to share her story as a former out-of-province student. She quickly accumulated a lot of responses from other remarkable Montrealers who have come from away and decided to gouge out a life in Quebec. 

Being here during the referendum of 1997, Solomon felt the high  expectation of learning French as an out-of-province student in the 90s. “When you came here you had the responsibility to speak French,” she said. “This is what you do–get with the program.”

In a press conference, Jean François-Roberge, minister of the French language, and Pascale Déry, higher education minister, presented the new tuition framework as a way to promote the French language in Montreal as well as redistribute funds in the under-funded Quebec university system. 

When asked if there is too much English being spoken on the streets of Montreal, Jean François-Roberge said: “Of course.” This has sent Quebec’s three English universities, McGill, Concordia and Bishops, into a frenzy, as they account for the largest population of students from outside of Quebec.

In the same press conference Pascale Déry stated that they are looking to “put an end to funding Canadians” by introducing this tarification model. She said that most of these students leave after their studies, and asked why the Quebec tax payer should foot the more than $110 million a year bill for these students. This number has yet to be proven in documents from the government.

Bishops University, with a student population of just 2,500 students, 30 per cent of which are out-of-province and 15 per cent international, will feel the biggest impact of the tuition increase. This new framework threatens to force the closure of the small liberal arts college in the Eastern Townships. 

As an out-of-province student from Alberta, Bishops’ student body president Sofia Stacey believes the measure will make out-of-province students feel unwelcome in Quebec. “Students are fearful, stressed, frustrated, but most of all angry, because they feel that they’ve been told whether they won’t be affected or not, that they don’t belong here,” she said and continued by saying that maybe there just isn’t a place for them in Quebec anyways. 

Stacey fear the news of the proposed tuition hikes will steer incoming students away from Quebec. “That’s heartbreaking for those who have contributed, not just to the economy, but to Quebec society and the culture,” she added. 

On Nov. 6, Quebec Premier Francois Legault refused a historic proposal put forth by English universities to significantly increase their French language education for students. This proposal included plans to help out-of-province students integrate into the French job market after they graduate.

After the announcement of the measure in October, Concordia University spokesperson Vannina Maestracci said in an interview that Concordia was not consulted on the new framework, but was notified two days before the announcement. 

She added that Concordia was looking into what the total effects of the tuition increase will be on smaller programs like creative arts with a large affected population of almost 50 per cent of out-of-province students. 

Graham Carr, president of Concordia University, shared the financial ramifications of the new framework in a letter to the Concordia community. With the added effects of the tuition increases on out-of-province and international students, the university will see a $62 million loss in four years, when the grandfathered tuition wears out. 

Quebec Liberal education critic Marwah Rizqy has been the loudest MNA against the tuition hikes and said Minister Dery needs to “find some common sense” when it comes to the new tuition increases. 

Many out-of-province students come here to learn French and experience the vast and diverse cultures of Montreal. Concordia student Semira Kosciuk from Toronto said she came here for the “culture and for the opportunity to learn more French by immersing myself in it.” Even if she did not speak enough French to complete a degree at a French university, Concordia was the next best thing to learn the language.

ASFA academic coordinator Angelica Antonakopoulos spoke after the Blue Fall Protest on Oct. 30, encouraging students to sign the petition sponsored by the Quebec Liberal Party to force the issue to be debated in Parliament. 

ASFA is currently working on other demonstrations in partnership with other institutions to bring out more students later in November.

Violent protests erupt in Concordia’s Hall Building

Pro-Palestinian and pro-Israeli protests broke out, requiring police intervention.

At around 12 p.m. on Wednesday, pro-Palestine and pro-Israel gatherings were held in the Hall building. The Solidarity for Palestinian Human Rights (SPHR) were holding a keffiyeh sale to raise money for the humanitarian crisis in Palestine Jewish students from Hillel and Start-up Nation arrived soon after to their Shabbat dinner event “to honor and bring awareness to over 240 innocent civilians help captive by Hamas in Gaza.”

Both groups were unaware that they would simultaneously be tabling at the exact same time, as they planned their respective events. For context, SPHR had announced the keffiyeh sale on their Instagram account on Nov. 5. According to an Instagram post by Concordia’s Israeli club, the StartUp Nation, the table for the vigil for Israelis kidnapped by Hamas was booked on Nov. 3. The gatherings at Hall Building soon escalated into protests as members that were not a part of the Concordia community arrived on scene to support their respective groups.

Campus security took action and created a barrier between the two groups, only for about 20 SPVM officers to arrive and diffuse the situation. 

One witness, a Concordia student who wished to remain anonymous, said they saw the police officers create a barrier behind a pro-Israeli activist after they saw this person hit a pro-Palestinian activist with a sign.

The same witness also added that “when the police arrived on scene, they were pretty violent with the pro-Palestinian activists, one officer shoved many protestors and brandished a baton.”

“In my view,” the witness said, “the protest centred on calls for ceasefire and an end to apartheid—there was a statement from an [palestinian] organizer that denounced antisemitism and stated that the fight is with the state of Israel and not Jews.” 

Protesters were seen ripping flags, and throwing water bottles and punches. Two pro-Palestinian protesters were arrested and several other protesters from both sides were injured.

“I’d like it to be known that the protest was not one of hatred towards Jews, but a denouncement of the crimes of the Israeli state,” the witness said about the pro-Palestinian protest. “I believe that is an incredibly important distinction to make.”

Following the events, SPHR released a statement yesterday morning saying “they would like to remind everyone that we, the students, will NOT allow this to deter us from our continued advocacy for the freedom of the Palestinian people.”

Students in protest: Blue Falls protest takes to the streets of Montreal

University students from across Quebec gather in protest against the doubling of tuition for out-of-province students.

Hundreds of Quebec university students took to the streets of Montreal last week to protest against the Coalition Avenir Québec (CAQ)  tuition increases for out-of-province and international students studying in anglophone universities.

Tuition at Quebec’s English universities for Canadian students outside of Quebec will almost double from $9,000 to $17,000 dollars starting in September 2024. The CAQ also raised the minimum tuition for international students outside of France or Belgium to $20,000. The proposed framework came as a surprise to everyone especially the English universities administration as they were not consulted. 

This will not apply to currently enrolled students, who will be able to finish their enrolled degrees at their current tuition rate, but if they make changes to your degree, they might not be grandfathered into their current rate. If they take longer than a five-year period to complete their degree, like many students enrolled part-time, their tuition will increase.

The protest started at Dorchester square and traveled past Concordia’s Hall building, ending at the Rodrick gates in front of McGill, where speakers of various backgrounds addressed the crowd across the street from Premier Francois Legault’s office.

Concordia University English professor Nathan Brown was one of the speakers. Brown approved of the protest in an open letter saying that this is an opportunity for students, faculty, staff and administration to resist together against the egregious policies of the provincial government. 

The protest organisers Noah Sparrow and Alex O’Neill, an out-of-province student from McGill, and other Concordia professors displeased with the provincial government’s actions against English higher education in Quebec also gave speeches.

The protest organisers, McGill political science student Alex O’Neill and Concordia creative writing student Noah Sparrow, put the event together in 12 days.

“We are trying to maintain access to education and we’re trying to preserve Montreal’s diverse student body and culture,” Sparrow said.

“An attack on one is an attack on all in regards to that,” O’Neill added. “We’ve received support from the unions at UQAM, Concordia and McGill, and we are working together to make sure that the student body is enfranchised.” 

Graham Carr, the president of Concordia University, said in an internal message to Concordia University community that the tuition hikes for out-of-province and international students will cost Concordia around $62 million. This number makes up around 10 per cent of the school budget. He also stated to the Canadian Press that this new measure could potentially cut out-of-province enrollment by 90 per cent.

Many non-student anglophone Montrealers were in attendance, along with several other professors and members of Parliament, denouncing the new tuition framework. They urged Quebecers to sign the petition that would force the issue to be debated in Quebec parliament.  Despite the backlash, the CAQ has yet to make a comment on the changes. On Oct. 25, the five French language universities in the province wrote an open letter that was published in La Presse to denounce the government’s actions against Quebec’s English universities.

Second nationwide counter-protests for trans rights breaks out following controversial legislations

The Canadian government’s new questionable policies regarding trans rights are fueling the 2SLGBTQ+ community to fight back.

One thousand pro-trans protesters gathered in front of the Ministry of Education in Montreal on Sunday to continue fighting for their rights. This is the second nationwide counter-protest for trans rights following the first protest one month ago. 

Now, defending trans rights is crucial after a controversial bill was passed in western Canada.

On Friday, Saskatchewan passed Bill 137, the Parental Bill of Rights, which uses a notwithstanding clause to prevent trans youth from changing their names or pronouns in schools. The bill suggests that if a trans youth under 16 wants to change their name, they must have parental consent. If they do not get consent and insist on having their name or pronoun changed, the bill excludes the possibility of suing the government.

New Brunswick also passed a similar law over the summer in July. 

Furthermore, Quebec Premier François Legault discussed creating a “comité des sages” (committee of wise people), regarding gender identity. The Minister of Families Suzanne Roy will be the committee’s chair. It is unclear who will sit on the committee, but it is set to be revealed during the holidays. 

Celeste Trianon, trans jurisist and activist, is horrified by these new legislations appearing all over the country. She expressed that the 2SLGBTQ+ community will not back down, warning opposing groups they will continue to defend their rights.

“Anti-trans legislation is an existential threat to Canadian democracy and everyone should be concerned,” Trianon said. “Even the very groups, especially most conservative groups, which depend on this very Canadian charter to defend its rights.”

Trans rights protesters and groups such as P!nk Bloc, Montréal Antifaciste, and Première Ligne rallied together for the fight. Trans flags gracefully blew in the wind alongside signs that read “Trans Rights = Human Rights,” “Education is not indoctrination” and “Protect Trans Youth.”

On the other side, anti-trans protesters arrived at the scene holding signs such as “Leave our Kids Alone” and “Hands Off our Kids.” Young children were also present; one of their signs read “Stop confusing me, I’m just a kid.”

A pro trans protester, whose identity will remain anonymous, finds these kids’ participation in the opposing movement sad and disheartening. They believe the group’s mission to “protect their children from the indoctrination of sexualisation and gender identity,” is causing more harm than it is trying to protect the kids.

“[The kids] have no idea what they’re really doing, you know, and it’s just their parents sort of teaching them this hate,” they said. “It makes me sad because if any of them are trans, they’re just taught from the beginning to hate themselves, and they don’t have any protection. They’re not being protected.”

The protester was not aware of Bill 137 passing and when they found out, they were devastated. However, they recognize that the beautiful 2SLGBTQ+ community and their peers are a beacon of love in their life. While their love makes the difficult journey a little bit easier to get through, doubt still creeps in. 

“There is this support in the [2SLGBTQ+] community that stands with me and that I can stand with that sort of gives me this hope for the future, but then it’s also like the government doesn’t care about me,” they said. 

The heart of the protest was that trans lives deserve to be here. Trianon encourages everyone to keep voicing their support for the 2SLGBTQ+ community no matter what the government is doing.  

“Things are not going to change unless the general population wakes up to this. Anti-democratic movements must face resistance from populations,” Trianon said. 

She explains that most civil rights have been acquired through protesting, striking, and acting against institutions in power. “That is how we got the minimum wage, how people now have humane working conditions. That is why we are here now,” Trianon said, adding that this is why the Canadian Charter, the Quebec Charter and other protections which haven’t codified in law for decades. “That is why women can now vote, why people can now live their best lives and that is why I can actually exist in this society.”

Know Your Rights: Housing Discrimination

How students can avoid a breach of their rights as tenants.

When searching for apartments online, it is common to see ads where landlords demand that tenants must be employed full-time, must have a guarantor, cannot have children or pets (often regardless of whether they are used for overcoming a disability), and many other examples that infringe on peoples’ rights.

Due to dominant patterns of income disparity and socio-economic disadvantage linked to systemic racism, sex discrimination, and colonization, the result of this kind of tenant selection disproportionately excludes members of groups facing discrimination and gives preference to white, able-bodied households without children.

Many landlords believe it is economically savvy for them to cherry-pick their tenants based around racist and colonial prejudices. Quebec Minister Responsible for Housing, France-Élaine Duranceau, in a 2023 CBC interview, stated that “The landlord owns the building, they invested in it and took the risks, and it should be up to them to decide who lives there.” This sentiment is inherently unethical, displaying plainly that our current housing system is not intended to house everyone—landlords alone decide who is deserving of this human right.

With the possibility of Bill-31’s approval approaching, a housing legislation that would give landlords the ability to refuse lease transfers without giving any reason, it is all the more important to remember that it is the groups vulnerable to discrimination that feel these negative effects more powerfully. Already, there is a serious gap in housing accessibility—CTV News stated in 2022 that an Indigenous person living in Montreal is “27 times more likely to be homeless than a non-Indigenous person.”

This housing inaccessibility is only slated to rise as rents increase unsustainably. The Regroupement des Comités Logements et Associations de Locataires du Québec (RCLALQ) analyzed 51,000 rental listings in 2022, and they found that Quebec’s rental prices rose by an average of nine per cent from 2021, with studio apartments having increased by a staggering 19 per cent. To combat these worsening conditions, protests led by housing advocacy organizations have erupted across Montreal.

Montreal turns orange on the third National Day for Truth and Reconciliation

Activists say there is still a lot to be done to decolonize our institutions.

Last Saturday, on Sept. 30, wave after wave of orange swept across the streets of Montreal, as a crowd gathered to celebrate the third National Day for Truth and Reconciliation. 

This day is one of commemoration for the Indigenous children who were taken away from their families to be sent to residential schools, many of which never came home. At the march on Saturday, Indigenous activists and allies honoured these children and called on governments and institutions to do more to decolonize their work. 

Kai and Mia Fischlin, two sisters of Inuvialuit and Dene descent, were present at the march. Mia was the first in her family to get involved in the activist movement and had invited Kai to join her at the march.

Kai is a Concordia student in biology, and Mia is an alumni who graduated in human relations. According to the former, it’s important for these marches to continue, year after year, especially with the continued discovery of unmarked graves throughout Canada. “And there’s still a lot to fix within the communities, the Indigenous communities all over Canada. I don’t think [the marches] are ever gonna stop until we see real change,” she said.

“Colonization didn’t happen long ago, and it’s still happening,” added Mia. “Me and my sister, we’re the first generation in our family to not go to the residential schools since it started. There’s just so much change that needs to happen, and it needs to come from everyone. It’s a lot on Indigenous people’s backs to be the only ones pushing forward, so we need everyone’s help.”

National Truth and Reconciliation Day was implemented by the federal government in 2021 as one of the calls to action of the Truth and Reconciliation Commission.

In response to these calls to action, Concordia University published its Indigenous Directions Action Plan in 2019. Manon Tremblay, senior director of Concordia’s Office of Indigenous Directions, is happy with the progress Concordia has made in the last four years, but believes there is still much to be done. “We can’t sit on our laurels,” she said. “We have to continue that momentum, and we have to be able to deliver on these recommendations and these promises.”

Concordia currently has 12 Indigenous faculty members and seven Indigenous staff members—including Tremblay, who is a member of the Muskeg Lake Cree Nation in Saskatchewan. Tremblay believes continuous action is necessary to decolonize Concordia and make it more than “inclusive.”

“Personally, I don’t like the word ‘inclusion,’” explained Tremblay. “I find that ‘inclusion’ is a word that basically says that it’s still their house. And we’re still guests in that house, and we still have to adhere to their rules. What we’re looking to do really is foster a sense of belonging.”

Brina Rosenberg and Meika Blayone, two friends who attended the march, believe that the educational sector plays a major role when it comes to leading the movement of decolonization. 

“Knowing that the research that you can do includes oral storytelling as a resource that counts is super important, and I feel like that’s missing in a lot of university courses,” said Rosenberg. “Especially in history, knowing that oral history is just as important as written history is extremely important.” 

Blayone, who is Metis from Saskatchewan, believes Indigenous realities are erased from educational institutions. According to her, language laws in Quebec make this even worse. “French is super important, but where’s the Indigenous languages? Why are we not learning those? Why are they not an official government language?” she asked. 

Kai and Mia Fischlin encouraged Concordia students to support Indigenous communities whenever and wherever they can, even if it just means sharing a post on social media. 

“And if you see some racism going on, don’t be afraid to call them out, cause it’s a lot for Indigenous people to always fight for themselves as well, and feel alone,” said Mia.

Master your Photo Skills with the Concordian

Photography is as easy as one, two, three!

Are you ready to switch out the average camera on the phone in your pocket for a more professional camera? The team at the Concordian put together a simple guide to help our fellow photojournalists out with some advice based on journalistic situations you would find yourself in.

To start things off, before you even start fiddling with your camera settings, set your camera to Manual mode. This will give you full control of the camera versus other default settings where the camera might automatically adjust settings based on the situation.

Understanding the basics of your camera – 

Now that your camera is in Manual mode, you have to understand the interaction between light and the camera, also known as the exposure triangle. The exposure triangle balances three elements: your shutter speed, ISO, and aperture. 

Think of shutter speed as curtains for a window. Your shutter is the curtains that close inside the camera when you press the button to take the picture. It essentially opens and closes the shutter to either slow down or freeze movement. 

Imagine you open and shut the curtains at 1/500 of a second. Not a lot of light can get in during the short time it was open, right? You maybe get one brief glance out your window due to how fast the curtains shut, but not the whole scene. However, if the curtains closed at 1/30 a second, think of how much more you could see. The longer the shutter stays open, the more information the camera takes in. Longer shutter speeds can lead to motion blur, while faster shutter speeds freeze motion.  

Up next is your ISO, which is essentially light sensitivity. This concept goes back to the film days—each film had its own level and amount of light it was able to process. Think of it as a scale of light with 100 being a full sunny day and 3200 being nighttime. You can use this as wiggle room on your shutter speed or aperture. 

One more thing to keep in mind is higher ISO also comes with a bit more noise, or grain, and the camera would work harder to capture the scene.

The final component of the exposure triangle is the aperture. A camera is basically a hole that opens, lets light in, and then captures it in its simplest form. The aperture allows you to decide the size of that hole—it can either be wide open and let lots of information in, or tiny and only let a little bit in. This determines how much of your image will be in focus. 

Let’s say you just want to capture the foreground—whatever element is closest to your camera. You would use a smaller aperture of around F/2.8. For something like landscapes, where you would want everything in focus, we would suggest a wider aperture of F/14. 

Different journalistic situations –

As long as these three elements balance, you can conquer a lot of the photojournalistic scenarios you’d find yourself in. Are you on the news beat? In a lot of situations, you’ll be taking portraits of your subjects for a visual. In these types of situations we would suggest:

  • Shutter Speed: 1/100 or faster
  • Aperture: F/1.8 – F/5.6
  • ISO: 100-400
  • Focus: Auto (AF)
  • Focus Type: Continuous/Servo
  • White Balance: AWB
  • Drive Mode: Single Shot

Do you like to capture the action of athletes on the field during a game? We would suggest the following settings for sports photography:

  • Shutter Speed: 1/500 at a minimum to ensure the movement is captured
  • Aperture: F/2.8 – F/5.6
  • ISO: 400
  • Focus: Auto (AF)
  • Focus Type: Continuous/Servo
  • White Balance: AWB
  • Drive Mode: Continuous/Burst

Maybe you prefer to photograph the emotion and excitement of a concert. This can be a little trickier with all the crazy lighting typical to shows. One important thing to remember is that red light is the hardest to photograph in. Here are some settings that we would suggest to elevate your concert experience:  

  • Shutter Speed: 1/250 or faster (pro tip: try lower for some artsy motion blur) 
  • Aperture: F/1.8 – F/4 ( preferably as low as it can go!)
  • ISO: 1600 – 3200
  • Focus: Auto (AF) as well as spot-metering 
  • Focus Type: Continuous/Servo
  • White Balance: AWB
  • Drive Mode: Continuous/Burst

Long story short, this little guide does not cover every situation you’ll be faced with. It takes a lot of trial and error to figure out what works for you and we hope above all that this is a good start for your photography adventure!

A return to four in-person workdays opposed by Concordia staff unions

Staff members are disappointed with the deans’ decision and are taking matters into their own hands.

At the President’s welcome last week, unions representing staff members of Concordia joined the festivities to present Graham Carr with a petition signed by 613 members. The petition asked him to reconsider the decision to request Concordia staff return to in-person work four days a week. 

This decision was announced in June. Before then, the hybrid work model had varied between departments, but many staff members said they enjoyed the flexibility and that it was a healthy and effective system.

Beata Tararuj, graduate program coordinator for the electrical and computer engineering department, created the petitions against the return to four in-person workdays. She did not hear about the decision from her dean, but from one of her colleagues. 

“The number of emails that I started getting, it was like an email after email after email, after email, after email, and everybody was so not happy. Everybody was miserable. Everybody was disappointed. We felt like somebody stabbed us in our back,” Tararuj said.

Her first petition was sent to all faculties at the university, collecting 250 votes. A second petition was later sent out when the unions were able to make their votes, which now has a total of 613 votes.  

“When a student comes with a problem, I am there to listen,” said Tararuj. “I’m here to navigate through the Concordia system. I’m here to make sure that these people are well taken care of.  So I was thinking to myself, I fight for students on a regular basis. Why won’t I fight for myself?” 

Since the pandemic, people have started to adapt to the new normal of hybrid work. Concordia University is still trying to define what this vision is going to look like.

In 2021, Concordia requested its staff return to in-person work two days a week. In 2022, that number went up to three days a week. And now, staff has been asked to return to campus four days a week.

Sigmund Lam, vice president negotiations of the Concordia University Professional Employees Union (CUPEU), worries that Concordia staff may be expected to return to full-time in-person work next year—a fear that was echoed by other union members. 

So where is this decision of increased workdays coming from? In an email, Vannina Maestracci, Concordia’s spokesperson, explained that it “prioritizes services and supports Concordia’s core activities: teaching, research and knowledge creation, and the student experience.”

Maestracci also wrote that this decision was taken “to achieve the vision of a vibrant campus experience and ensure fairness.” The fairness refers to the idea of having a uniform standard for all staff (four days in-person per week) instead of letting departments decide on their own guidelines.

The four faculty deans denied our request for an interview. When approached at the welcome event on Sept. 7, president Carr refused to comment on the decision or the petition.

Many staff members have said they wish the deans had given more explanations for this decision. Shoshana Kalfon, advisor and president of CUPEU, said she wants to see the data supporting this return to in-person work.

“They have all these keywords, the word of the day. ‘We want a vibrant campus.’ Was it not? And is it required that everybody be on campus all the time for that to exist?” she said.

To her, the hybrid work model is all about giving staff choices. Some may decide to work from home two days a week, and some may decide to be on campus every day.

“I don’t know if it’s that [the administration] doesn’t want us to have the opportunity to make a decision, to make a choice—and that, to me, comes down to control.” she said. 

Lam explained that staff often end up doing more productive work when they work from home. “Quite often, people in the office are interrupted constantly,” he said. 

“Unhappy employees are less productive,” he added. “And I believe the employees have lost trust in upper management’s ability to make decisions with regard to hybrid or flexible work. And loss of trust also causes a reduction in performance.”

Alycia Manning is the enrollment coordinator for the law and society program in the history department. Last semester, she worked in-person for three and a half days a week. 

She said she valued “being at home and being able to just focus [on herself].” “You wake up, you can do a little workout in the morning, then you can do your laundry at lunchtime. It’s nice to be able to just have that, just a little bit of freedom,” she added. 

Tararuj echoed that feeling, saying she needs a healthy work/life balance to stay present with her tasks and in every aspect of her life.

“This specific position [program coordinator], it’s a demanding position. There’s a lot of tasks, there’s a lot of students. I’m a high energy person and I like to give energy to my students,” she shared. “By the time I get home, I’m so dead. I’m so tired, I can’t even go to a park with my kids.”

Daniela Ferrer—who was, until recently, VP grievances and mobilization coordinator at Concordia University Support Staff Union (CUSSU)—is also worried that this decision will affect staff’s mental health.

“Concordia pays a lot of lip service to the importance of mental health, but they really don’t seem to be listening to workers when they tell them: ‘Hey, you know, working remotely has been incredibly beneficial to my mental health and this return to campus is causing a lot of anxiety,” Ferrer said.

“[The administration is] ignoring the fact that a lot of things changed during the pandemic and people’s priorities shifted,” said Ferrer. According to her, hybrid work has brought to light people’s “lost time”—time spent commuting, sitting at your desk when all the work is done, or waiting between meetings. 

Elizabeth Xu is a woodshop technician in the fine arts department and already works four days a week from 9 to 5. She hopes President Carr will listen to what the university’s staff has to say. 

“I hope that they can open their ears and open their hearts to the will of the people,” Xu said. “If the majority of the workers are saying that this [hybrid work] is something that’s better for them, I feel like it’s just the right thing to do from one human to another, to listen to their experiences and try and make accommodations where possible, especially if the work isn’t compromised.”

At 92 years old, Mary Xenos-Whiston is still learning

A profile of Concordia’s oldest student

Mary Xenos-Whiston has been a lot of things in her life: a teacher, a mother, and a guide at an art gallery. But the one thing she has always been is a student. At 92 years old, she is Concordia’s oldest student and is currently enrolled in Dr. Nicola Nixon’s American poetry class. 

According to Xenos-Whiston, lately she has been doing the usual: “Going crazy,” to which her daughter Barbara commented, “Being 92 is not for the faint of heart.” 

Despite going crazy, she is still enjoying her class on American Poetry . “I wouldn’t be taking them if I wasn’t really enjoying them,” she said.

“My life is too short for doing things that I don’t enjoy,  like house cleaning.”

Xenos-Whiston was born to Greek immigrants in Verdun, and she’s lived in Montreal her whole life and has watched the city and University change dramatically. Her father owned a restaurant in Verdun, where she recalls it being the first to get a soft-serve ice cream machine. In her early years, much of her life was based around the church. Her and about 50 other Greek families would gather at Holy Trinity for weddings, funerals and Saturday night dances before the church burned down in the 1980s. 

As a girl Xenos-Whiston had a love for learning; she frequently found herself in the top math and science classes while attending Verdun high school and she always had a book with her. 

This love for learning has kept Xenos-Whiston in school for most of her life. She’s taken courses for fun at Concordia since the ’90s. After originally enrolling in English courses, it wasn’t long until she discovered other interests. “I discovered the FFAR [interdisciplinary fine arts] courses, wow,” she exclaimed. “I took a course in Jazz, I took a course in this, I took a course in that, I was just interested in learning.” 

During this time she earned another bachelor’s degree in fine arts from Concordia and has taken many courses in women’s studies. But her history with Concordia goes back to before the school even went by that name.

Xenos-Whiston began attending Sir George Williams University in 1950, where she received her Bachelor of Arts, majoring in history as one of the few women attending the school. “Girls did not go to university,” Xenos-Whiston said. She recalled a former teacher questioning her about her enrollment on campus one day. 

“What are you doing, going to Sir.George? You’re only going to get married and have children,” she recalled the teacher saying. “And I thought that’s what you think.” 

She did eventually marry and give birth to her daughter Barbara, but she found time for a great deal of academic success along the way. Xenos-Whiston completed a master’s degree in education at McGill in 1978, and a PhD from the University of Montreal in 1990.

After World War II she saw the city transform spectacularly. “The government allowed educated European immigrants to come here in the late ’40s and early ’50s and Montreal changed.” Xenos-Whinston watched as the city’s identity changed around her: what used to be diners became German, Italian and Chinese restaurants.

“Before you knew it, Montreal was a new place. It was great.”

After finishing her first degree Xenos-Whiston began teaching in elementary school and spent her days going to the theater. In 1991 she retired. After a life served in education, some people may never want to look at a classroom again. But this was not the case for Xenos-Whiston who continued her education at Concordia.

“Look, some people go to movies. Some people play hockey. Some people spend hours training for things and then going and doing them. I love taking courses,” she said. 

Today, her family sees school as a part of her. 

“I can’t imagine her not being in school,” said her daughter. The only time Whiston could remember her mother not being in school was after she was born, when her mother left teaching for a few years. 

“After that, she’s constantly been a student; it’s part of her identity. I just can’t imagine her not doing it. It’s always been a surprise to hear about what courses she is taking and what papers she is writing, what ideas she is interested in and what she is discovering. It’s kind of fun.” 

Going to school has not always been easy for Xenos-Whiston, who is now legally blind and uses hearing aids. She has note-takers in class and through the Centre for Equitable Library Assistance (CELA) can get accessible copies of texts used in her class. It’s no easy feat, but she is still determined to be in class.

During the pandemic, her courses at Concordia were what kept her going. When her daughter asked if she could have made it through COVID without Concordia, her reply was simple. “No, I would have died.” 

Concordia does offer a senior non-credit program, which allows older people to audit classes. When auditing courses, students don’t have to write papers or exams like they would for credit. But Xenos-Whiston doesn’t have as much interest in this. 

“I did try it out,” she said, “But, to me, a course is not a course until I write the paper. So I decided that I wanted to write the papers.”

It’s professors like Dr. Nicola Nixon who’ve inspired her to keep coming back. Nixon is an associate professor in Concordia’s English department and Xenos-Whiston’s professor this semester. 

“It’s not so unusual to have certain older post-retirement people in your courses, auditing,” said Nixon.

“Of course, they don’t want to write essays or write exams or any of those things and her willingness to do so, I find it quite admirable, But for her, it’s part of, you know, kind of immersing herself in the course, as opposed to just having a passive relationship to it.”

Xenos-Whiston and Professor Nixon have known each other for about five years now. “At first it was basically a professor-student relationship,” said Nixon. “I did go to her birthday party this year […] I suppose we’re more friends now than the first few years she was taking courses.”

Nixon says Xenos-Whiston is a good student, she engages with the class and brings in a lot of her own lived experience. Even considering her age, getting good grades has never been something she has struggled with. 

“If I go home, I could write a paper, get it in tomorrow and get an A,” she said. “My transcript is all As.” This is all but one failure from the year when she took philosophy.

However, school has not been her only hobby over the past 92 years. Exercise has been important to her for much of her life and she was an avid swimmer and walker for some time. A love for contemporary art led her to guide tours at the Montreal Museum of Fine Arts between 1995 and 2005. 

Also a passionate music fan, she would go to concerts every other week, frequently attending the Montreal Symphony Orchestra and the opera occasionally. Her love for music led her to spend years attempting to learn to play piano, but she never quite got the hang of it. “My family struggled, suffered and listened to me for about ten years try to learn the piano,” she said.

“When I die and go to heaven, I’m going to tell her, she was unfair to give me such a love of music but not the skill to do it.”

Despite not being able to play piano, Mary Xenos-Whiston has accomplished much in her life. At 92 years old she holds four degrees, “Most of it out of sheer curiosity and for pleasure’s sake rather than anything else,” said her daughter. 

But Xenos-Whiston still plans on taking courses. Her only dilemma is deciding if she will leave English for a while and take some more FFAR courses. When asked if she had ever considered taking Hip Hop: Beats, Rhymes and Life, a popular FFAR course at Concordia, she said she hadn’t, but did add “maybe in another 10 years.”

Montrealers’ sense of security is being called into question

With 31 homicides this year, Montreal has been witnessing a spike in violent crimes

Montreal has always been a home to students who live alone, as it was known for its safety and security. However, a sharp increase in homicides and crimes is affecting the way many students view the city.

“I still get shivers every time I step into my building,” said Rhea Bakhach, a business student at Concordia living in downtown Montreal. She recalled how one morning as she was going to work, her building’s lobby was filled with blood as policemen carried a body outside. 

Bakhach’s neighbour, a 26-year-old music teacher, had killed his stepfather and stabbed his mother alongside two other people the night before. 

Bakhach has been living in Montreal alone for two years as her family is back in Lebanon. “My family freaked out, they had me install a second lock, and I considered moving out for a while. I used to feel very safe alone here, but now, not so much.”

The city of Montreal has recorded 31 homicides so far this year, compared to 36 total recorded homicides last year. Half of those involved the use of firearms. According to the Service de police de la Ville de Montréal’s (SPVM) annual report of 2021, homicides increased by 44 per cent last year. Compared to the last five years, the numbers are up by 39.5 per cent. 

“Coming from Mexico, one of the most dangerous countries in the world, even with everything happening in Montreal, I feel that I am safe living here,” said Rafael Ruiz González, an international journalism student at Concordia who lives in Verdun. 

“It is worrisome to see this spike in crimes here but we have seen so many headlines and stories about violence that now we’re just immune to it and learn to live with it,” said González. 

Michel Abou Jaoude, a government social worker, believes that there is a correlation between the rising crime rate and mental health issues stemming from the COVID-19 pandemic. 

“These people committing the crimes are clearly not well-surrounded,” Abou Jaoude said. “With the labour shortage that’s been happening, a lot of resources that used to help troubled youth are no longer available.” 

The labour shortage has also impacted the SPVM. Montreal Police Chief Sophie Roy announced during a news conference on Aug. 27 that the Quebec government will dedicate an additional $250 million to recruit 225 more officers in Montreal to help with this issue. 

“Gun violence is also a major factor in these stories. More laws should be controlling the entrance of illegal guns,” added Abou Jaoude. 
A national freeze on the ownership, transfer and sale of handguns was announced as Bill C-21 was introduced earlier this year in May. While the bill doesn’t ban handguns for now, it limits their possession to the people already living in Canada. This decision might help restore the sense of control and safety that people are longing to get back.

Concordia Food Coalition to develop new food enterprise

Following Concordia’s New Contract With Aramark, The Fight Is Still Not Over For A Food-Sovereign Campus

In April, Concordia’s board of governors signed a new contract with multinational food services corporation Aramark to return as the University’s food supplier until May of 2026, with the possibility of a two-year extension. Aramark has been notorious for its ties to the US prison system ,and offering poor working conditions. 

The University’s decision to sign a new contract with the corporation goes against a continual effort to steer Concordia away from multinational corporations and towards social enterprises or not-for-profit food suppliers instead, in an attempt to make Concordia into a food-sovereign campus. 

In 2021, it seemed as though the University was seriously considering this alternate option.  “Concordia was making an effort to explore options outside of multinational corporations,” said Shylah Wolfe, executive director of the Concordia Food Coalition (CFC). 

Oliver de Volpi, Concordia’s Food Services manager, corroborated this claim. “We investigated some other options. The one that was even presented by Concordia Food Coalition didn’t pan out. They weren’t ready to bid.” 

Ultimately, the University did sign a new contract with Aramark. But, it’s not the end of the movement for a food sovereign campus.

Currently, the CFC is drafting a business plan for what they are calling the New Food Enterprise (NFE), which will be modeled largely off of Diversity Food Services (DFS), a social enterprise providing food service at the University of Winnipeg. 

The CFC’s website states that “the NFE will be an environmentally, socially and economically sustainable social enterprise capable of becoming Concordia’s campus food service provider. We are building a coalition of community stakeholders and local food producers to supply affordable and sustainable food options at scale to the university.” 

The NFE will bring together the Concordian Student Union, the Hive Cafe, SEIZE, and collaborate with the University’s senior administration. The CFC website states that “there is already broad understanding that the NFE is the transformative model that Concordia needs. Our job is to bring it to fruition.”

The Concordia Student Union has contributed $50,000 total to the NFE project. The CFC has taken $10,000 of the aforementioned funding to contract Chief Operating Officer of DFS Ian Vickers as a consultant. The VP Student Services Office has also pledged $25,000 to the project, Wolfe told The Concordian, with the remaining funds supporting additional planning, financing and partnership development.

“They’re putting their money where their mouth is, and taking us a bit more seriously. Now that we have four years to develop an alternative that is not just lip service, it will be an actually fleshed-out plan,” said Wolfe.

The money was pledged by the University before Aramark won the Request For Proposal (RFP) bid, with the CSU’s funding coming in during the bidding period. 

Since 2020, and during the RFP period, the CFC and other student representative groups sitting on the Concordia Food Advisory Working Group (FAWG) advocated for Concordia to adopt a model similar to that of Diversity Food Services. This would include cooking from scratch, more involvement in local food economies, and providing better benefits for staff. 

“What we’re doing now is essentially taking a provenly successful model at the University of Winnipeg with Diversity, and essentially building out an offering on a silver platter to the administration that we would run it with Diversity closely consulting,” said Wolfe.

According to Wolfe, the business would be owned by stakeholders made up of the University, the CFC, and DFS.

According to the University’s sustainable food systems plan, Concordia and Aramark are making efforts to be more sustainable and improve upon their last contract, by bringing in more local products, removing Aramark’s rights to operating vending machines on campus, and making meals offered in cafeterias one-third vegetarian, one-third vegan and one-third meat by 2025. 

De Volpi further stated that while Concordia did decide to re-sign with Aramark, the decision was not motivated purely by finances. 

“75% of the criteria for coming back to campus is not financially related. It’s sustainability operations, it’s nutrition, it’s that part of it. And Aramark won the bid. They’ve made contractual obligations to be easily a leader in Canada in both sustainability and nutrition. We’re going to hold them to it as well,” he said. 

But many advocating for a new food service model feel that their current goals aren’t enough.

“I think that the goals that the University has are commendable, but they’re not transformative. I think that it is difficult for them to ever do anything transformative if they continue with the bureaucratic processes that they are using,” said Wolfe.

“That last 25 percent is weighted twice as heavily as the other 75 percent,” explained de Volpi.

Erik Chevrier, a part-time professor at Concordia who did his PhD on building food-sovereign campuses, and a Concordia FAWG member, explained why Concordia’s sustainability goals can’t be too transformative under the current RFP model. 

“If you look at the targets, they’re not too hard to meet. So the targets are somewhat written for the big food service providers to be able to meet them, because if not, they’re setting unrealistic goals. So in some way, the idea that if they make this criteria too stringent nobody could actually fit the criteria. They’ll have no food service provider,” said Chevrier.

Financial aspects are involved in the RFP process. According to Chevrier, Companies need a minimum of $5 million annual revenue in food service before being able to bid. This requirement makes it difficult for small or new food service entities to compete for a contract. This is to help ensure that the companies Concordia partners with can remain viable throughout the year, and makes it harder for smaller-scale or new companies to compete during the RFP.

“There’s a big risk for us. We bring in [a food supplier] who’s never existed before that, you know, a month in and they say we just don’t have the personnel to operate anymore. We’re going to close down. Then what do we do with 1,000 students that live here and the rest of the population that depends on us?” said de Volpi. 

Wolfe feels that the risk is on the CFC and now with the ability to develop their own business plans, when the next RFP comes around in 2026, the New Food Enterprise will be able to prove their viability.

“We’re basically taking all of the risk for them, to develop this, to garner the support, the political will and also build out the actual back-end with a supply network. We’re essentially going to build them a business that will do all the things that they said they were going to do, but give them none of the risk,” said Wolfe.

Chevrier pointed out that Concordia has a number of student-built food initiatives that have been able to remain viable for many years.

“We’ve created them in the past, or students have, like the People’s Potato,” said Chevrier. “Nobody believed that it would last 20 years when it was first incarnated.”

Across Canada, Concordia has one of the strongest student-run food economies, with seven organizations operating in 2018.

These economies all work together across Concordia in a way that Aramark doesn’t. 

Aramark makes half of their money off a mandatory meal plan for most students in residences. This plan provides flex dollars that can only be spent at Aramark’s other retail locations across campus. Chevrier believes that allowing flex dollars to be spent at student locations would be largely beneficial.

“First of all, it’ll create competition for the big food service providers, maybe get them to behave a little bit better. And second of all, it could actually provide a local economy, where students can actually choose where they want to go,” said Chevrier.

While DFS, the business the New Food Enterprise is based on, did struggle during its start-up phase,  has now yielded a better performance for the University of Winnipeg than their previous multinational supplier, Chartwells. 

“The University does better with us than they ever do with Chartwells because we sell three times what Chartwells did. People actually want to eat real, made from scratch food a lot more than they wanted to eat that processed food.” said Vickers.

The new contract with Aramark is an improvement on the last, but the problem many have with it is not Aramark themselves, but Concordia continuing to work with multinational corporations. 

“There’s a lot of evidence to show that actually, the global food industry is decimating our planet. So basically, most of these big corporations, externalized costs in that they basically externalize them to people,” said Chevrier. 

Concordia has a long history of working with multinational suppliers. Their relationship with Aramark began in 2015, and prior to that they worked with Compass-Chartwells and Sodexo, two other multinational food supply and hospitality corporations.

Combined across Canadian universities, these corporations make up 60.8 per cent of the food suppliers among universities in Canada, according to Erik Chevrier’s thesis on building food-sovereign campuses. 

“Each of these corporations really relies on supply chains that actually drive down costs as much as they can by externalizing the environmental and social costs,” said Chevrier. 

“Concordia, as an innovator, I think should actually be looking towards how we can better the world, especially in some of the industries that they’re actually partaking [in.]”

The advantage of moving away from multinational corporations and towards social enterprises like DFS is that they are able to better interact with local farmers and food producers. Currently, according to University Spokesperson Vanninia Maestracci, 43 per cent of food offered in cafeterias is local or sustainability sourced.

Vickers stated that last year, 72 per cent of food served by DFS was locally or sustainably sourced. Purchasing locally most of the time is naturally better for farmers, who have experienced a 31.5 per cent increase in total outstanding debt across Canada since 2017, according to Statistics Canada. 

By working with more local food suppliers, DFS is able to better manage its supply chain and from-scratch cooking is made more possible to attain.

“Our cooks come in first thing in the morning. They bring in fresh turkeys, the first thing the chef will do is throw the turkeys in the oven instead of roasting them off so that she can slice them out and then cut it down and that becomes turkey sandwiches. She takes those bones and she puts them in a pot and starts making turkey stock. Then she can make gravy for what’s going to go on the poutine, as well as make soup,” said Vickers.

According to Vickers, the cost of bringing in local food is largely the same as well.

“We tend to be between two and three per cent less expensive,” he claimed. 

Independent food suppliers have the freedom to work with as many producers as they like and don’t suffer the same turnaround times for payment as larger corporations do. 

“When it’s an independent business, being able to pay farmers for cash right at the farm gates or out of their delivery truck is more possible,” said Wolfe. “We can work with as many suppliers as Diversity does, which is sometimes up to 100 different local producers.” 

“Large corporations like Aramark or even the University would not be able to do that because they have like sometimes 90- to 120-day payment processing so they have to work with huge distributors,” she stated.

“Part of the reason Diversity is able to do this is because, while they are a for-profit business they are also a social enterprise,” explained Vickers.

“What would normally be the profit that you would pay to your owners, is invested instead in environmental, social, cultural, or local economic sustainability,” he continued.

“What [the University] charged myself and the rest of our management team with is taking the profit and reinvesting it into being a good player in the global economy. So what does that mean? It means that we buy as locally as possible every single time.”

Additionally, under this model Diversity Food Services is able to offer a living wage, benefits and pension plans to all of their employees.

There is a lot of money to be made in these contracts — a study by the CFC found that the food service providers who won the RFP process in 2015 stood to make a minimum of $7 million in revenue annually. 

Under the new food enterprise model, any money made by the business could then be reinvested.

“The profits, if there are any, would be in the community,” said Wolfe. 

“That money would be reinvested in the business so that it’s cheaper, so that meal plans and generally food is cheaper, or so that workers get more money or it would be donated to the community organizations that need funds to run their projects.” 

Creating a project like DFS at Concordia is ambitious, and bringing in more local food to supply the 3,000 meals a day that CFC provides is a big task. It’s one that Vickers says will need a really solid plan, but he doesn’t think its impossible.

“Your local agriculture is so much better equipped to do this than we are,” said Vickers. “It would be incredibly feasible.”
